The newly appointed Director-General, Dr. P.V. Cardon, addressed the Council and assured it of his full co-operation. The Council took note of the decision of the Committee, pursuant to the Conference recommendation, to set up a Working Party of the Committee to meet in Washington early in 1954 to consider the best means for the disposal of agricultural commodity surpluses. In considering these questions, the Working Party should view problems of surpluses in perspective and should bear in mind the continuing essential need for active steps to raise consumption levels in line with policies of selective expansion of agricultural production and with special reference to the need for raising consumption in underdeveloped areas and among vulnerable groups. The terms of reference should be interpreted in a flexible way. In view of the decision by the Conference that only one session of the Council should be held in 1954, it was agreed that the Report of the Twenty-third Meeting of the CCP, to be held in Rome not later than 1 June, could be transmitted without delay by the Director-General to Member Governments pending consideration by the Council later in the year.
