  LEGISLATION
Local fishing vessel
defined as one wholly owned by Comoros citizens or by state or company, society, or association formed under Comoros law, of which at least half the shares are owned by Comorian citizens, companies, or by the State.

COMOROS LEGISLATION
-Fishing by foreign vessels is prohibited in territorial sea.
-Fishing in EEZ requires licence.
-Licence conditions may include: area, seasons, species, quotas, fishing methods and gear, requirements concerning processing, transport, transhipping, and landing of catch, port inspection, requirements concerning statistical and vessel position reports, research and training programs, obligation to carry licence on board, vessel identification marks, compliance with instructions, observers, transponders and other required equipment.

AGREEMENTS
Agreement between Comoros and EEC of 1988, renewable by 2-year periods unless notice given.
-EEC Commission shall submit to Comorian fishing authorities, at least 20 days before the date of period of validity, an application including name and address of applicant, name, type, and other technical characteristics of vessel, minimum crew, type of fishing, proposed catch species.
-Licence not transferable, except in cases of force majeure.
-Licence must be held on board at all times.-Licence valid one year renewable and issued after payment of relevant fees.
-Observer to be boarded at shipowner's expense.
-Fishing activities by EEC freezer tuna vessels are prohibited within a 10 mile coastal zone to avoid harming of local artisanal fisheries.
-Each Latimeria chalumnae caught in Comorian waters is Comoros's property and to be returned to specified Port Authorides. (Annex)
