AGREEMENTS
Agreement with Japan (Federation of Japan Tuna Fisheries Cooperative Associations) of August 1987, valid from 1 September 1987 through 31 August 1988
-Longline and pole and line vessels: fee for goods and services = Y. 35 000 000; registration fee = Y. 30 000 per boat.
-Licence fee calculated as follows:
-longliners under 100 GRT = Y. 29 382 per m.t. estimated fish catch per trip based on historical catch data (48 m.t. Sept./Oct. 1984)
-longliners over 100 GRT = Y. 29 302 per m.t. estimated fish catch per trip based on historical catch data (48 m.t. Sept./Oct.1984)
-pole and line vessels = Y. 6 298 per m.t. estimated fish catch per trip, based on historical catch data (51 m.t. Sept. 1984/April 1985)
Note: Fee levels are revised automatically in order to reflect changes in market prices in
"basket" of markets, according to the following formula:
Initial licence fee per m.t. x Amount of catch per trip (m.t.) x (monthly catch price: initial catch price)
-Initial prices are the following:
-for longline fish = Y. 767 per kg.
-for pole and line fish = Y. 169 per kg.
Pacific Island States/United States Treaty on Fisheries signed April 1987, yearly reviewed

Licence fees payable by US vessels to FFA, Administrator of the treaty, depend on number of vessels allowed in EEZ of the Pacific Islands parties, and divided between the parties according to the following formula:
-15% of total fees divided equally between the 15 parties, Australia excepted;
-85% of the remaining divided according to the volume of catch taken in each party's zone.

  LEGISLATION
Local fishing vessel
defined as any fishing vessel owned by one or more persons resident and domiciled in Kiribati; or owned by any company or fisheries cooperative society registered or incorporated under the laws of Kiribati, and having its principal place of business in Kiribati.

AGREEMENTS
Agreement between Kiribati and Japan (Federation of Japan Tuna Fisheries Cooperative Association) of August 1984
-Members of association to comply with Kiribati Fishery Law.
-Government may exclude areas in order to protect local fishery operations.
-Procedure for application for registration specified.
-Vessel holding registration may submit application for licence. Licences valid for one trip.
-Licences to be carried on board and produced on demand; if issued while at sea, licence number is sufficient.
-Purse-seining prohibited unless notice given to the contrary.
-Fishing prohibited in 12-mile territorial sea.
-Fishing prohibited within 1.5 miles of any Fish Aggregating Device installed by Government.
-All vessels to display radio call signs or signal letters on top and both sides amidships where clearly discernible from sea and air; letters and numbers at least I meter high x 40 cm. wide in contrasting colours; registration number must be used if there is no radio call sign; name in English on bow and stem of vessel.
-Observers authorized by Government to be permitted on board at ports where voyage commences or within fishery limits.
-Observers to be provided with normal rations, accommodation and medical care equal to that provided to vessel officers, at vessel's expense.
-Observers to be given access to communications and position-fixing equipment, charts, other facilities, and catch
-An agent is to be maintained by organizations in Kiribati, authorized to receive and respond to any legal action concerning licensed vessels.
Pacific Island States/United States Treaty on Fisheries, signed April 1987, yearly reviewed
-The operator and each member of vessel crew shall allow and assist an observer designated by the Pacific Island parties. (Annex 1, part 6)
-Application form includes: full name of vessel, radio call sign, regional register number, full names and addresses of each person who is an operator, full name and address of insurer, whether operator or vessel has been involved in a violation of Treaty. (Schedule 1)
-Closed areas:
- within archipelagic waters, as set forth in accordance with Marine Zones Declaration Act 1983; within 12 n.m. drawn from the baseline from which territorial sea is measured; within 2 n.m. of any anchored fish aggregating device whose location is given by geographical coordinates. (Schedule 2)

AGREEMENTS

-Vessel to keep up-to-date (daily) catch reports, in specified catch report form.
-Vessel must produce catch reports for inspection on demand.
-Signed catch report forms to be sent to chief fisheries officer no later than 45 days after completion of trip.
-Vessel to report by telex entry into and departure from zone.
-Weekly position and catch report to be made in specified form each Wednesday while in fishery limits.
-Vessel to report within 48 hours of completion of trip.

-Licensing area reports to the administrator.
-Port departure and entry into port for unloading:
- report type (LBEG for port departure to begin fishing and LFIN for port entry for unloading)
- date
- call sign

- catch on board by species (in short tons).
