CHANGES IN REPRESENTATION OF MEMBER NATIONS ON THE PROGRAMME AND FINANCE COMMITTEES |
1. Rule XXVI-4(a) of the General Rules of the Organization (GRO) states that "If the representative of a Member of the Committee is expected to be unable to attend a session of the Committee, or if, due to incapacity, death or any other reason, he is prevented from exercising his functions for the remainder of the term for which the Member he represents has been elected, that Member shall inform the Director-General and the Chairman as soon as possible, and may designate a substitute representative who shall have the qualifications and experience referred to in paragraph 1 of this Rule. The Council shall be informed of the qualifications and experience of the substitute representative".
2. By letter dated 27 August 2002, H.E. Ambassador Michael Tabong Kima, Permanent Representative of Cameroon to FAO, informed the Director-General that Mr Medi Moungui, Second Counsellor and Deputy Permanent Representative of Cameroon to FAO, would replace Mr Marc Samatana, Director of Agricultural Production, Ministry of Agriculture, Cameroon, as the Government Representative of Cameroon as of the Eighty-eighth Session of the Programme Committee. The Chairman of the Programme Committee was also informed.
3. A summary of the qualifications of Mr Medi Moungui (Appendix A) is attached for the information of the Council.
4. 5. By letter dated 16 July 2002, Mr Eiji Suzuki, Minister Plenipotentiary and Designate Permanent Representative of Japan to FAO, informed the Director-General that the Government of his country had designated him to replace Mr Masato Ito, former Permanent Representative to FAO, as the Government Representative of Japan as of the Hundredth Session of the Finance Committee. The Chairman of the Finance Committee was also informed.
6. A summary of the qualifications of Mr Eiji Suzuki (Appendix B) is attached for the information of the Council.
7. However, at the beginning of September 2002, the Permanent Representation of Japan to FAO, informed the Director-General that Mr Eiji Suzuki, Designate Permanent Representative of Japan to FAO, would be unable to attend the Hundredth Session of the Finance Committee. The Permanent Representation further informed that Mr Hideki Moronuki, Alternate Permanent Representative of Japan to FAO, would replace Mr Suzuki for the Hundredth Session of the Committee and that Mr Fuhimiro Kabuta, Alternate Permanent Representative of Japan to FAO would replace Mr Suzuki for the Hundred and First Session dealing with WFP issues. The Chairman of the Finance Committee was also informed.
8. Summaries of the qualifications of Mr Hideki Moronuki (Appendix C) and Mr Fuhimiro Kabuta (Appendix D) are attached for the information of the Council.
9. By Note Verbale dated 27 September 2002, the Permanent Representation of the Republic of Chile to FAO, informed the Organization that the Chairman of the Finance Committee Mr Humberto Molina Reyes, would be unable to attend the Hundred and First Session of the Finance Committee. The Permanent Representation further informed that Mr Antonio Plaza Jiménez, Alternate Permanent Representative of the Republic of Chile to FAO, would replace Mr Molina Reyes for the Hundred and First Session of the Committee.
10. A summary of the qualifications of Mr Antonio Plaza Jiménez (Appendix E) is attached for the information of the Council.
11. By letter dated 4 October 2002, H.E. Momar Gueye, Ambassador and Permanent Representative of the Republic of Senegal to FAO, informed the Director-General that the Government of his country had designated Mr Alassane Wele to replace Mr Abdoukarim Diouf, as the Government Representative of Senegal as of the Hundred and First Session of the Finance Committee. The Chairman of the Finance Committee was also informed.
12. A summary of the qualifications of Mr Alassane Wele (Appendix F) is attached for the information of the Council.
