8 Implementing Agencies

In view of the complexity of the survey, its implementation will require collaboration of wide range of national and international institutions. There are three main levels of interventions:

The identified levels of interventions will be for each country separately. The survey will be totally a government programme and execution. The first level will require technical and financial support from international organisations and development agencies.

There are countries with strong economies that will simply need standardisation of their methodologies with that of FAO and others, which will require soft lawns for the survey. A third group of countries will adopt and implement the survey only if they receive full financial support from the international community in the form of donation.

For homogeneity of procedure and resulting outputs, the remote sensing and database will be better conducted by an experienced international institution with large involvement of national expertise.

Implementation of the third activities including field survey, should be done by national capacities that will be prepared for that under the capacity building programme. Financial support to a number of countries will be required.
