1. The Eightieth Session of the Council was held in Rome from 3 to 5 November 1981 under the Chairmanship of Bukar Shaib, Independent Chairman of the Council.
2. The agenda and timetable of the session, as amended, were adopted unanimously. The agenda as adopted is given in Appendix A to this report.
3. The Council elected three Vice-Chairmen for its session: P. Morales Carballo (Cuba), T.J. Kelly (Australia), and S. de Maré (Sweden).
4. The Council elected Giovannella Rossi Perotti as Chairman of the Drafting Committee, and the following as members: Australia, El Salvador, Germany (Federal Republic of), Kenya, Lebanon, Malaysia, Mexico, Poland, Senegal, Sri Lanka, United States of America.
