Mecanismo de Desarrollo Limpio
El Protocolo de Kioto, firmado en 1997, tiene como objetivo reducir el total de emisiones de gases con efecto invernadero, a un nivel inferior en no menos de 5 % al de 1990, en el período de compromiso comprendido entre el año 2008 y el 2012. Para el cumplimiento de este objetivo se establecieron tres mecanismos:
Comercio de Emisiones (Artículo 17): “...Las partes incluidas en el Anexo B podrán participar en operaciones de comercio de los derechos de emisión a los efectos de cumplir sus compromisos provenientes del artículo 3…”
Implementación Conjunta (Artículo 6.1): “A efectos de cumplir los compromisos contraídos…, toda parte incluida en el Anexo I podrá transferir a cualquiera otra de esas partes, o adquirir de ella, las unidades de reducción de emisiones resultantes de proyectos encaminados a reducir las emisiones antropógenas por las fuentes o incrementar la absorción antropógena por los sumideros de los gases efecto invernadero en cualquier sector de la economía”.
Mecanismo de Desarrollo Limpio (Artículo 12): El propósito de este mecanismo es “…ayudar a las partes no incluidas en el anexo I a lograr un desarrollo sostenible y contribuir al objetivo último de la Convención, así como ayudar a las Partes incluidas en el anexo I a dar cumplimientos a sus compromisos cuantificados de limitación y reducción de las emisiones…”
Baumert y Kete (2000) indican que el Mecanismo de Desarrollo Limpio (MDL), promueve la inversión en proyectos que reduzcan las emisiones de gases de efecto invernadero y a la vez fomentan el desarrollo sostenible en los países en desarrollo. Se estima que los proyectos de MDL implementados por los países en desarrollo (que no pertenecen al Anexo I) ganarán certificados de reducción de emisiones (CRE) que los países industrializados (del Anexo I) podrán utilizar para el cumplimiento de futuras obligaciones de reducción de emisiones en virtud del Protocolo de Kioto.
El MDL ha atraído más atención y generado más expectativas que ninguna otra disposición del Protocolo de Kioto, especialmente porque es el único elemento del tratado que establece un puente entre los mundos en desarrollo e industrializado.
Los países industrializados ven el MDL como una fuente potencial de créditos de emisiones de bajo costo, mientras que los países en desarrollo esperan que dicho mecanismo pueda atraer inversiones adicionales para promover un desarrollo más rápido y más sostenible. Además, el MDL ha atraído el interés del sector privado, tanto en los países industrializados como en los países en desarrollo. A diferencia de otros mecanismos financieros creados por tratados u organizaciones internacionales, se estima que el MDL generará financiamiento proveniente principalmente de fuentes del sector privado y no de fuentes gubernamentales.
Si se diseña adecuadamente el MDL podría ayudar a encauzar a los países en desarrollo a tomar caminos más limpios de desarrollo, a cambiar los modelos de inversión privada y a lograr reducciones en las emisiones de gases de efecto invernadero, contribuyendo así a evitar cambios climáticos peligrosos.
Los MDL aún no han comenzado a ejecutarse y es ahora (COP-7, Marrakesh 2001), cuando se están delineando las normativas que regirán estos proyectos.
En lo que concierne al sector forestal, dentro del MDL se pueden considerar los siguientes tipos de proyecto (Castillo, 2001):
• Actividades que aumenten las reservas de carbono; aforestación, reforestación, manejo forestal, agroforestería, revegetación.
• Actividades que conserven las reservas de carbono existentes; evitar la deforestación, mejoramiento del manejo forestal, mejoramiento de las prácticas de pastoreo, mejoramiento de la agricultura.
• Sustitución de carbono: reemplazo de combustibles fósiles (por biomasa) y sustitución de materiales de construcción intensivos en el uso de energía.
Actividades Implementadas Conjuntamente
El Programa de Actividades Implementadas Conjuntamente / AIJ (Activities Implemented Jointly), se inició mediante un plan piloto acordado en Berlín (1995) cuyo principal objetivo era aprender haciendo. Resultaba obvio que había un menor costo en los países en desarrollo, para reducir los GEI. Por lo tanto, estaba clara la necesidad de aumentar la experiencia en las inversiones y transferencia de tecnología.
Dentro del marco de los mecanismos de Desarrollo Limpio del Protocolo de Kioto, Venezuela dispone de un conjunto de alternativas, conforme a sus patrimonios territoriales naturales, tanto en lo que concierne a los bosques naturales (49,67 millones de has.), protegidos o bajo manejo forestal (1,029 millones de has.), así como por la disponibilidad de tierras fuertemente intervenidas que podrían ser objeto de programas de Reforestación. De igual manera, Venezuela dispone de una superficie significativa (9,3 millones de has.), susceptible de cambios de usos mediante programas de Forestación, particularmente, en Llanos Medios y Bajos.
Desde el punto de vista de los beneficios estratégicos concernientes a desarrollos forestales con fines de Secuestro de CO2, pudiéramos considerar diversas alternativas u opciones de manejo, en el marco de las disponibilidades territoriales: 9,3 millones de hectáreas. En tal sentido, convendría orientar acciones tendientes a:
• Fortalecer la preservación de los bosques naturales, con base a la gama de servicios ambientales implícitos en ellos, tanto desde el punto de vista de su diversidad biológica, como desde el punto de vista de los recursos no maderables que podrían ser objeto de uso y explotación mediante planes de manejo integral.
• Iniciar programas de recuperación de bosques naturales que han sido sometidos a planes de manejo, cuyas consecuencias visibles muestran una explotación desmesurada, sin ninguna o muy poca compensación, pero que además han sido objeto de una fuerte presión social, mediante invasiones de todo tipo, en desmedro del carácter patrimonial que estas áreas especiales significan para el país.
• Iniciar programas de recuperación de amplios espacios nacionales, producto de la ampliación de la frontera agrícola y de los crecimientos urbanos.
• Evaluar potencialidades forestales en regiones donde se imponen programas de forestación, para promover cambios de uso que favorezcan la ampliación de la cobertura forestal, conforme a las posibilidades de especies autóctonas altamente promisorias, tanto desde de punto de vista de los servicios ambientales que pudieran generar, como de los beneficios socioeconómicos locales implícitos en la puesta en marcha de programas de esta naturaleza.
Este amplio marco de posibilidades y de fortalezas que tiene Venezuela, para promover opciones de desarrollo forestal, tiene no obstante, una debilidad altamente significativa, que radica en las pocas experiencias reportadas en el país; razón por la cual es imprescindible abordar iniciativas que permitan conciliar:
1. El atraso relativo de Venezuela con respecto a las iniciativas, que desde hace ya algunos años, otros países de América Latina, han asumido como una estrategia geopolítica para fortalecer negociaciones de muy diversa índole, que se traducen en un alto valor económico y financiero derivado de los servicios ambientales inherentes a los bosques, bien sean naturales o implantados.
2. Diferentes opciones socieconómicas que varían desde la promoción y el desarrollo de plantaciones forestales puras de carácter industrial, hasta foresterías comunitarias, cuyo impacto social y económico permite integrar diversos sectores sociales del campo en programas de manejo integral del recurso bosque.
3. Diferentes opciones de manejo técnico, mediante diversas combinaciones agroforestales o silvopastoriles, de hecho ya implementadas por algunos productores, particularmente en la región de los Llanos Altos y al Sur del lago de Maracaibo.
4. Programas de recuperación de Cuencas, mediante reforestaciones y/o forestaciones, asociadas a especies nativas de alto valor ambiental, de alto rendimiento ecológico, y susceptibles de planes de manejo que permitan su uso y explotación tanto de productos maderables como no maderables.
A los fines de subsanar estas deficiencias, convendría en lo inmediato, favorecer iniciativas mediante Proyectos Piloto, en unidades territoriales, de diverso perfil y potencialidad forestal, que permitan el seguimiento y evaluación comparativa de opciones relacionadas con cambios de uso, recuperación de áreas intervenidas o degradadas, la valoración y selección de especies nativas y las diferentes opciones o sistemas forestales: desde plantaciones forestales puras, con objetivos y modalidades diferentes, hasta combinaciones agroforestales y silvopastoriles con objetivos socieconómicos, también diferentes; todos ellos, no obstante, fundados en el mayor rendimiento ambiental, particularmente en lo concerniente a la fijación o secuestro de carbono.
Geográficamente hablando, sería necesario considerar áreas piloto, en la zona del Meta – Sinaruco, en el Piedemonte Barinés y las Reservas Forestales de Occidente, en la Cuenca del Río Turimiquire, en las Reservas de Occidente y el Sur del Lago de Maracaibo.
Proyectos más locales, podrían desarrollarse en las Cuencas Altas de la Región Andina y de la Cordillera de la Costa, mediante Programas de Reforestación o de Manejo Integral Comunitario de Cuencas.
La actividad del sector forestal abarca dos grandes vertientes:
• Actividad forestal con finalidad mecánica
• Actividad forestal con finalidad química
La actividad forestal con finalidad mecánica abarca la industria del Aserrío, Mueblería, Combustible de leña, Tableros de Madera, Tableros de Aglomerado, Astillas Aislamiento. En esta vertiente se explotan bosques tropicales naturales, bajo parámetros internacionales de conservación.
La actividad forestal química incluye todo lo referente a la manufactura de Pulpa y Papel, Cartón y Artes Gráficas en general. En esta segunda vertiente se trabaja principalmente con plantaciones de Pinos y Eucalipto, cuyos árboles se cosechan una vez que hayan adquirido dimensiones predeterminadas Para ello deben tener una madurez adecuada ya que al no cosecharse oportunamente la madera pierde valor y su utilidad se restringe a productos con valor agregado mas modesto. Por tanto es evidente que la actividad forestal tiene un grado variable de especialización y sofisticación que exigen políticas imaginativas y versátiles.
Lamentablemente la política oficial hacia el sector ha sido una mezcla de conservacionismo a ultranza y sobre inversión en plantaciones donde un gran porcentaje de los árboles no han sido cosechados en su oportunidad por la falta de inversión en plantas de pulpa y papel que permitan un uso más intensivo.
En ambos casos el nivel de utilización de la capacidad productiva se evidencia en las estadísticas disponibles.
El PIB sector forestal mecánico abarca las actividades de Concesiones, Aserrío, Contraenchapados y Aglomerados. Según cifras del Banco Central ha disminuido su participación tanto en términos absolutos como relativos, pasando del 6,3 por mil ($ 350 mm) en 1993 a un 2,63 por mil en ($ 250 mm) en el año 2000, como resultado de políticas mal implementadas, las omisiones atribuibles tanto al sector público como privado, y la influencia de la recesión económica que ha venido sufriendo el país durante estos últimos años por efecto de factores tanto internos como externos.
Si a esta parte de la cadena se le suma la actividad del sector forestal con orientación química, así como la industria de artes gráficas, podríamos llegar a una estimación para el valor de la producción de la cadena forestal total cercana a los 1,200 millones de dólares EE.UU. Esta cifra tiene el potencial de triplicarse en cinco años de plazo si se implementan políticas asertivas y prudentes, manteniendo el principio de sustentabilidad de los recursos.
América del Sur Tropical cuenta con un total de 827,252 millones de ha de Bosques que se distribuyen como sigue:

Venezuela representa el 5,93 % la superficie bajo Bosques Tropicales, no obstante, sólo representa el 0.49% de la producción de madera, lo cual evidencia su baja productividad De acuerdo con un estudio de la cadena forestal acometido por el Ministerio de Producción y Comercio, utilizando la metodología de Porter, dirigida al análisis de las fortalezas y debilidades de una cadena de valor, se pudieron identificar los siguientes elementos:
4.2.1.1 Fortalezas
* Diversidad de pisos altitudinales, climas y suelos que han dado lugar a una amplia gama de formaciones boscosas y otras formaciones vegetales.
* La superficie boscosa se estima en 50 millones de hectáreas que equivalen al 54 % de la superficie del país, concentrada principalmente en las regiones de Guayana y Occidente.
* Alrededor de 30 millones de hectáreas de bosque tienen características muy favorables para la producción de bienes forestales y servicios ambientales.
* Las plantaciones forestales representan 430.000 hectáreas establecidas, a las cuales podrían sumarse 9 millones de hectáreas decretadas como áreas potenciales para desarrollos forestales.
* Disminución de la producción forestal derivada de permisos anuales e incremento en la producción proveniente de plantaciones forestales y bosques naturales bajo planes de ordenación y manejo.
* Parque Industrial instalado para pulpa y papel, aserrío y tableros, muebles y artes gráficas.
* Recursos humanos calificados, alta y media capacitación técnica (Técnicos Forestales e Ingenieros Forestales)
* Mano de obra suficiente y disponible en áreas rurales e industriales.
* Institucionalidad del sector forestal y marco legal-.
* Demanda nacional de productos forestales con tendencia a aumentar.
* Localización geográfica favorable con respecto a los mercados internacionales.
4.2.1.2 Debilidades
Sector Público
• Excesiva permisología.
• Excesivo intervencionismo del sector público.
• Infraestructura legal inadecuada ante los cambios de las tendencias globales en el sector.
• Tradicional actitud sesgada hacia un conservacionismo a ultranza de los entes reguladores que impide mayor productividad del sector al perder de vista el concepto de desarrollo sustentable de los recursos.
• Esto se traduce falta de un clima de inversión favorable para el negocio que requiere de seguridad jurídica, políticas que favorezcan el uso productivo de las tierras y derechos de propiedad.
Factores de Ineficiencia del Mercado
• Infraestructura de vías férreas, puentes y puertos escasos, lo que eleva los costos de transporte.
• Carencia de economías de localización por efecto de la distancia entre los centros de explotación de los centros de procesamiento haciendo que el producto nacional sea un 53% más caro que el importado del exterior.
• Plantaciones de avanzada edad para el caso de la industria forestal con orientación química.
• Escasez de mano de obra especializada. (Personal Obrero)
• Difícil acceso a fuentes de financiamiento a costo competitivo.
Problemas de Estrategia, Estructura de la Industria y Rivalidad de los Participantes
• Poca competitividad para un mercado de exportación exigente y sofisticado.
• Insuficiente nivel de inversión.
• Empresas con insuficientes economías de escala y atomización aguas abajo.
• Importaciones no sujetas a estándares ambientales adecuados copando el 85% del consumo nacional para el caso de los productos forestales mecánicos.
• Demanda per capita, en el mercado doméstico, de un 20% al promedio de los países desarrollados.
Problemas que han generado
• Desbalance en la oferta de maderas. Por una parte existen excedentes de oferta de troncos para pulpa y papel por cosechar ya que necesitan capacidad de procesamiento costosa y que pierden en valor de realización, por la otra hay escasez relativa de madera explotada localmente para uso mecánico.
• El punto anterior deriva de las importaciones de pulpa y papel del exterior así como importaciones masivas de madera procedente de otros países latinoamericanos, en especial Brasil, Ecuador y Bolivia.
• Para el caso del fomento de la industria forestal de uso químico, el Estado venezolano, como empresario y propietario de las tierras, asume todos los riesgos comerciales. Primero se dedica a plantar cantidades de árboles por encima de lo aconsejable para luego dedicarse a buscar su comercialización cuando la dinámica del negocio impone un esfuerzo simultáneo.
• El cuerpo legal que regula el aspecto de explotación del recurso así como la legislación inherente a la obtención de permisos, es obsoleta e impide economías de localización y de escala adecuadas. Según estudio elaborado por ASOINBOSQUES el costo de la madera traída de distancias mayores a mil Km. hasta el patio fábrica de las industrias, en la región Centro Occidental del país, es de US$ 175 /m3 comparados con un costo promedio de US$ 82,75 para importaciones provenientes de Brasil, Guyana e Indonesia que disfrutan de mejores condiciones ya que tienen subsidios de exportación.
La política de cooperación e integración entre la República Bolivariana de Venezuela y otros Estados es de muy vieja data. Actualmente, el Estado venezolano promueve una política hay integracionista, tanto a nivel regional latinoamericano como en el marco de las relaciones Sur-Sur y Sur Norte.
Dentro del ámbito regional latinoamericano, mediante de la consolidación de esquemas de integración como la Comunidad Andina de Naciones (CAN), el Mercado Común del Sur (MERCOSUR); y dentro del ámbito extra regional se muestra un interés manifiesto para insertarnos en prácticas de cooperación e integración con otros países fuera del hemisferio, mediante acuerdos bilaterales. Para ello, el Estado venezolano cuenta con dos organismos que diseñan, programan y ejecutan la política pública internacional, en estricto acatamiento a lo establecido en la Constitución Nacional de la República Bolivariana de Venezuela y con sujeción a lo establecido en las demás normas de rango legal y sublegal de la República: El Ministerio de Relaciones Exteriores (MRE) y el Ministerio de Planificación y Desarrollo (MPD).
La Ley Orgánica de la Administración Central confiere al Ministerio de Planificación y Desarrollo (MPD), la coordinación, programación y evaluación de la cooperación técnica, que recibe y presta el Gobierno de Venezuela, funciones fortalecidas mediante el Decreto N° 380 de la Gaceta Oficial de fecha 15/11/99, con base en los lineamientos de la política exterior emanados del Ministerio de Relaciones Exteriores (MRE) organismo rector de la política exterior, y de acuerdo a las prioridades nacionales de desarrollo.
Según lo establecido en la Constitución de la República Bolivariana de Venezuela, se prevé el Plan Nacional de Desarrollo, el cual contempla, entre otros aspectos, las políticas y prioridades en materia de cooperación internacional y asistencia para el desarrollo.
El Decreto N° 3.180, publicado en la Gaceta Oficial No: 35.3 de fecha 14 de Octubre de 1993, establece que el Gobierno Nacional estimulará y coadyuvará en el incremento de la participación de todas las instituciones del Estado en el fortalecimiento y desarrollo de sólidas relaciones internacionales y la reafirmación de la presencia de Venezuela en el concierto de las Naciones, considerando que constitucionalmente son atribuciones del Presidente de la República dirigir las Relaciones Exteriores de la República y celebrar y ratificar los tratados, convenios o acuerdos internacionales, las cuales ejerce a través del Ministerio de Relaciones Exteriores.
El mismo Decreto N° 3.180, establece que los Ministros, Directores de Institutos Autónomos, de Corporaciones Regionales y de Otros órganos del Poder Público, al igual que los Gobernadores, Alcaldes y Presidentes de Concejos Municipales, someterán a la consideración del Ministerio de Relaciones Exteriores todo propósito que se involucre la representación internacional de la República o que de alguna forma sea susceptible de acarrearle compromisos, para ello suministrarán toda la información necesaria que permita la apreciación de su oportunidad y conveniencia en el marco global de las relaciones internacionales, conforme a las pautas dictadas con carácter general por el MRE.
4.2.2.1 Cooperación e Integración Regional
Venezuela es miembro de la Comunidad Andina de Naciones (CAN), el Tratado de Cooperación Amazónica (TCA), Programa Ambiental del Caribe (PAC), la Asociación de Estados del Caribe (AEC) y del Mercado Común del Sur (MERCOSUR)
4.2.2.2 Compromisos Internacionales
Dentro de las iniciativas internacionales vinculadas al sector forestal y muy particularmente al manejo de los bosques, la República Bolivariana de Venezuela ha participado y suscrito una serie de compromisos, donde destacan (MARN. 2002):
La Convención Marco de las Naciones Unidas sobre Cambio Climático, donde el rol de los bosques como sumideros de absorción de dióxido de carbono y de otros gases de efecto invernadero. La propuesta de incorporar el tema forestal dentro de los mecanismos de flexibilidad, incide directamente en las políticas regionales, subregionales y nacionales de los países con amplia cobertura forestal, como los amazónicos.
La Convención sobre Desarrollo Sostenible de las Naciones Unidas (CDS), para los Bosques. Venezuela ha participado en los períodos de sesiones establecidos desde el PIF/IFF (1995-200) y el recién creado Foro de Naciones Unidas sobre Bosques (UNFF) que promueve la implementación de propuestas de acción a través del Plan de Acción a 5 años, el Programa Multianual de Trabajo y la participación de la Asociación Colaborativa de Bosques para tal fin.
El Convenio sobre Diversidad Biológica. Venezuela publicó el Informe Nacional, la Estrategia y el Plan de Acción sobre Diversidad Biológica, donde se establecen como principios en materia de Bosques:
• La necesidad de conocer, valorar y divulgar la diversidad biológica.
• Promover la conservación in situ.
• Asegurar y promover la participación de la sociedad, las comunidades indígenas, comunidades locales y la participación de la mujer en la gestión de la diversidad biológica.
• Promover el aprovechamiento sustentable de la biodiversidad forestal.
• Promover el aprovechamiento de los recursos filogenéticos.
• Promover programas forestales de uso sostenible.
• Desarrollar programas que reduzcan la contaminación atmosférica y promuevan sumideros de carbono.
• Promover el estudio de prospección forestal a nivel nacional.
El Convenio Internacional de las Maderas Tropicales. Los acuerdos y resoluciones de este Convenio sirven de base para la aplicación y evaluación de criterios e indicadores en los procesos de ordenación, manejo y aprovechamiento sustentable de todos los tipos de bosques tropicales, con fines comerciales, tanto de productos maderables como no maderables.
Convenio de Lucha contra la Desertificación y la Sequía. Venezuela elaboró su Informe Nacional para la implementación de la Convención de Naciones Unidas contra la Desertificación y Mitigación de la Sequía. Esto incide significativamente en la formulación y ejecución de la nueva política sobre bosques y la definición de acciones integrales para afrontar el problema de la degradación de suelos, creando oportunidades para la restauración, reforestación y rehabilitación de tierras de uso forestal, con la participación directa de las comunidades locales.
Criterios e Indicadores de Sostenibilidad del Bosque Amazónico. En el marco del Tratado de Cooperación Amazónica, Venezuela adelantó el proceso de consulta y validación nacional sobre estos criterios e indicadores, y participó en la II Reunión de Tarapoto, Perú, para la validación por parte de los países miembros del Tratado.
El Protocolo de Kioto, recientemente suscrito por Venezuela, según Sanción de la Asamblea Nacional de la Ley Aprobatoria del Protocolo de Kyoto. Convención Marco de las Naciones Unidas sobre Cambio Climático, el 22-07-2004, publicada en la Gaceta Oficial Nº 38.0921 del 07-12-2004.
El manejo forestal en Venezuela, se ha orientado bajo la figura de concesiones forestales a empresas privadas, cuyo principal interés ha sido la extracción selectiva de las especies de mayor valor económico, sin cumplir con actividades colaterales para garantizar la sustentabilidad del recurso forestal y el desarrollo de la cadena forestal, como una opción para fortalecer las economías locales o regionales del país.
Durante los últimos cuarenta años, la explotación del recurso forestal ha generado la movilización de un significativo número de población hacía tierras baldías donde, de hecho, se han generado frentes de colonización y ampliación de la frontera agrícola, particularmente en las Reservas Forestales de Occidente, Ticoporo, Caparo y San Camilo, situación esta que colide con la normativa legal vigente y ha generado una serie de conflictos socioambientales de difícil manejo.
Esto respondía a una visión meramente productiva del bosque como productor de madera, basada en el rendimiento sostenido del bosque y orientada a un desarrollo industrial de la madera, sobre la base de la máxima rentabilidad de ésta. Esta visión que prevaleció durante tantos años trajo como consecuencia:
• Pocos beneficios directos a las comunidades y al país.
• Falta de coordinación institucional.
• Explotación de maderas con alto impacto el bosque.
• Degradación de los ecosistemas naturales.
• Debilidad institucional.
• Oligopolio de la madera.
• Desconocimiento de los costos ambientales.
• Pocos avances en el conocimiento del bosque.
• Ausencia de Contabilidad de Costos y Beneficios en Cuentas Nacionales
La Ley Orgánica de Administración Central ratifica el rol institucional del Ministerio del Ambiente y de los Recursos Naturales, como garante del fomento, desarrollo, conservación, restauración y uso sostenible del ambiente y de los recursos naturales.
El Ministerio de Producción y Comercio buscará el fomento productivo y la comercialización de los bienes y servicios que se generan en el subsector agrícola forestal, el fomento productivo y la comercialización de los bienes y servicios que se generan en el subsector agrícola forestal.
El desarrollo forestal debe concebirse de manera sostenible, sistemática, integral y competitiva, para garantizar su éxito. Se debe ratificar la práctica del manejo forestal como el sistema productivo idóneo para la producción de madera del bosque natural, fortaleciendo los mecanismos para asegurar la productividad y el cumplimiento de controles ambientales.
El Ministerio del Ambiente y los Recursos Naturales (MARN), es el órgano rector de la gestión y administración en el manejo y aprovechamiento de los recursos naturales, y de las opciones que conforme al Plan Nacional de Desarrollo, contribuyan al mejoramiento de la calidad de vida de la población.
Dentro de las atribuciones específicas de ese Despacho Ministerial, se desprenden las actividades que son de su competencia directa en materia de bosques y las acciones, publicas y privadas, relativas a la conservación, defensa, manejo, aprovechamiento y uso racional y sustentable de los recursos forestales del país.
Corresponde a la recién creada Dirección General de Bosques: Conducir armónicamente la gestión del uso, aprovechamiento y conservación del bosque, cuidando que los beneficios que se deriven de esta gestión, contribuyan equitativamente al mejoramiento del nivel y calidad de vida de la población. (MARN. 2000).
En consecuencia, esta oficina tiene como objetivo formular y evaluar las políticas, estrategias y planes relacionados con la administración, manejo, conservación y control del bosque; diseñar e implementar la Planificación y Gestión de los Recursos Forestales, en el ámbito nacional, asignando las funciones administrativas, técnicas y jurídicas correspondientes a los bosques naturales, plantaciones forestales, tierras de uso forestal y vegetación en general.
Actualmente, la definición y conducción de la Política Nacional de Bosques tiene su base en la Constitución de la República Bolivariana de Venezuela (Artículos 127 al 129), la Ley Orgánica de Administración Central, la Ley Orgánica para la Ordenación del Territorio y la Ley de Tierras. Las premisas que rigen esta nueva Política son:
• La modernización y cambios institucionales para garantizar la sustentabilidad del ambiente.
• La concienciación de los Problemas Ambientales.
• El máximo bienestar colectivo como objetivo de la política ambiental.
• La Ecología Social y Ambiental como elementos claves en el contexto económico, social y político.
• La Participación y el Protagonismo de las Comunidades.
El Manejo Forestal Sustentable debe considerar la complejidad del ecosistema, variables económicas y sociales, la multiplicidad de intereses en juego y la generación de Servicios Ambientales (Fijación de carbono y liberación de oxígeno entre otros).
Con base en este nuevo enfoque que pretende lograr que los ecosistemas boscosos generen bienes y servicios para el beneficio de la sociedad venezolana, respetando el ordenamiento territorial y la planificación del uso de la tierra, bajo la estrategia del manejo forestal sustentable y uso múltiple del bosque, (MARN. 2000) los principios que rigen la nueva Política Nacional de Bosques son los siguientes:
• El Bosque es un ecosistema natural y un patrimonio nacional de las generaciones futuras.
• El Bosque debe ser valorado no sólo por su capacidad para generar bienes tangibles, sino por funciones ecológicas y sus valores escénicos, culturales y de reservorio genético.
• El patrimonio forestal esta conformado por los bosques naturales, plantados, otras formaciones vegetales y las tierras forestales.
• El bosque debe ser aprovechado en forma sustentable para garantizar su diversidad biológica, la protección a la fauna y el suelo y la regulación sobre el régimen hídrico.
Asegurar la conservación y desarrollo del patrimonio forestal mediante el manejo sustentable y la participación comunitaria, de forma tal que contribuya al mejoramiento de las condiciones ambientales, sociales y económicas de la población.
Objetivos específicos
• Ampliar el conocimiento y la información sobre el bosque
• Mantener, mejorar y restaurar los ecosistemas forestales
• Establecer mecanismos de control y monitoreo de los bosques
• Incorporar el valor de la totalidad de los bienes y servicios forestales a las cuentas nacionales
• Alcanzar una industria forestal, técnica y económicamente eficiente
• Fomentar la certificación de los bosques del país
• Promover de manera equitativa el mejoramiento de las condiciones económicas, sociales y culturales de las comunidades relacionadas con el bosque
• Fomentar la inversión pública y privada en la actividad forestal
• Asegurar la participación y protagonismo de las comunidades organizadas y pueblos indígenas en la conservación y desarrollo sustentable del bosque
• Mantener la cobertura boscosa natural
• Ampliar la superficie de bosques en el país.
La política pública en materia de bosques ha sido reorientada hacia la preservación, recuperación y aprovechamiento sostenible de los patrimonios forestales del país, otorgándole una alta valoración ecológica y cultural, sin desmedro de los beneficios económicos que se puedan derivar de ellos. Esto se traduce por las siguientes líneas maestras:
• Proteger la superficie boscosa del país rediciendo al mínimo los daños al recurso.
• Mantener, mejorar y restaurar el funcionamiento de los ecosistemas boscosos.
• Incrementar la producción de bienes y servicios ambientales del bosque, mediante el establecimiento de plantaciones y sistemas agroforestales.
• Promover de manera continua el mejoramiento equitativo de las condiciones económicas y culturales de todos los actores relacionados con el bosque.
• Conservar el bosque mediante la búsqueda del equilibrio, entre las necesidades humanas y su aprovechamiento, a través de la participación directa de las comunidades.
La gestión de los bosques nacionales deberá estar basada en las opciones primarias de uso tradicional y en la utilización de otros bienes y servicios que genera el bosque, conforme a las restricciones ecológicas y los requerimientos sociales.
Se entiende la valoración del recurso forestal como un proceso de asignación de valor en términos económicos, a los distintos bienes y servicios que genera el bosque. Tal valoración está representada en el aprovechamiento directo, como las actividades extractivas (madera, leña, frutos, resinas, tintas, aceites, productos medicinales, materiales de construcción) y no extractivas (investigación, observación ornitológica, citogenética, recreación y turismo); y el aprovechamiento indirecto derivado de: los ciclos biogeoquímicos, regulación climática, hábitat de especies de fauna, protección de cuencas hidrográficas, sumideros de CO2, conservación de suelos (MARN 2002).
Estas valoraciones del bosque están asociadas a los valores de existencia, representados por valores éticos, culturales, ancestrales, patrimoniales y geopolíticos.
Dentro de este contexto, los principales instrumentos de política para el Sector Forestal Nacional son los siguientes:
• Normativa Ambiental
• Ordenamiento Territorial y Reglamentos de Uso
• Ordenación y Manejo Forestal
• Áreas Bajo Régimen de Administración Especial (ABRAE)
• Investigación del Bosque
• Criterios e Indicadores de Sostenibilidad del Bosque
• Valoración de Bienes y Servicios Forestales
• Incentivos Forestales
La Política Nacional de Bosques se fundamenta en los lineamientos estratégicos de la política ambiental, contenidos en la Constitución de la República Bolivariana de Venezuela, Capítulo IX de los Derechos Ambientales.
Conforme a los lineamientos de política, se proponen como estrategias nuevas formas organizativas para el aprovechamiento de los recursos forestales, así como el inventarío de los mismo y planes de manejo que permitan conciliar el uso de tecnologías de bajo impacto.
• Manejo Sustentable: Comunitario, Integral y Privado
• Promover el desarrollo de formas y estructuras comunitarias para el Manejo del Bosque.
• Ampliar la cobertura boscosa con plantaciones forestales y sistemas agroforestales.
• Ampliar el conocimiento y la información del Bosque.
• Aplicación de Nuevas Técnicas de bajo impacto para el Manejo del Bosque.
• Reforzar los mecanismos de regulación y control.
En el marco de las acciones a seguir, tanto a corto como a mediano y largo plazo, destacan las siguientes:
• Vincular a la sociedad civil organizada y las poblaciones locales en la conservación, uso y aprovechamiento del bosque y de los recursos naturales que contiene.
• Promover el uso, a nivel nacional, de productos que provengan de bosques y plantaciones manejadas de manera sustentable.
• Favorecer la exportación de productos forestales elaborados provenientes del bosque natural a fin de generar valor agregado.
• Adoptar medidas estrictas en materia de guardería ambiental forestal.
• Intensificar las investigaciones (básica y aplicada) como base para la conservación y manejo del bosque.
• Establecimiento de un sistema de evaluación basado en criterios e indicadores de sustentabilidad del bosque.
• Adecuación de la Legislación Forestal.
Las fuerzas impulsoras que afectan el sector forestal venezolano, redundan en una fortaleza que reúne factores de muy diversa naturaleza en los planos internacional y nacional.
Por una parte, el fortalecimiento de nuevos paradigmas y enfoques en el escenario internacional, en torno a la valoración de los patrimonios naturales en general y forestales en particular, asociados igualmente a la valoración cultural, económica y geopolítica de estos patrimonios, representa para Venezuela una fuerza impulsora del sector forestal de grandes dimensiones, en su condición de país megadiverso, pluricultural y petrolero.
Dentro de este contexto cobra una gran importancia la política exterior del Estado venezolano, fundada en una visión multipolar de las relaciones internacionales para lograr el equilibrio internacional propuesto en el Plan de Desarrollo 2001-2007, y que se manifiesta en las relaciones de cooperación e integración regional e intercontinental, fortalecidas desde 1999, y asumidas a través de los compromisos internacionales suscritos, particularmente el más reciente: el Protocolo de Kyoto.
Como un correlato a las fuerzas impulsoras que desde el ámbito internacional afectan el sector forestal venezolano, destacan los cambios sustantivos que ha tenido la política doméstica con respecto a los patrimonios forestales, sus formas de aprovechamiento y su función social.
La Política Nacional de Bosques, plantea nuevos esquemas de manejo del recurso forestal, donde la participación comunitaria en la toma de decisiones, formulación ejecución y evaluación de proyectos y la protección y conservación del recurso forestal, representa el elemento dinamizador, instrumentada mediante la reciente Resolución del Ministerio del Ambiente y los Recursos Naturales sobre el Manejo Forestal Comunitario (Resolución Nº 248 del 17-12-2004, publicada en Gaceta Oficial Extraordinaria Nº 5.755 de fecha 05 de Enero 2005).
Este nuevo enfoque señala alternativas integrales orientadas a la consolidación de comunidades sustentables, gestando un cambio de paradigma hacia una visión ecológica destacando la interdependencia entre todos los fenómenos y la interacción entre individuos y sociedades, en los procesos cíclicos de la naturaleza, y una visión holística que permite ver el mundo como un todo integrado.
Dentro de este nuevo orden, la atención del bosque, de los bienes y servicios que provee y las actividades vinculadas a él, representan el mayor reto para el país, pues debe dar respuesta a dos problemas fundamentales: el deterioro del bosque y la pobreza de los habitantes del bosque.
La nueva Política Nacional de Bosques permitirá, en el mediano y largo plazo, la posibilidad de garantizar el manejo sustentable y el uso múltiple del bosque, la participación comunitaria en la toma de decisiones, la aplicación de tecnologías de bajo impacto y la valoración de los bienes y servicios asociados.
La ampliación de la frontera forestal y la integración de la cadena forestal, como factor para dinamizar las economías locales y regionales, constituyen el mayor impacto del sector forestal nacional, en el desarrollo del país.
