3.0 METHODOLOGY

3.1 Streamlined Presentation

To avoid descriptive, bulky and time consuming presentation certain clear cut guidelines and formats were designed to extract the information in a more systematic and uniform manner and to make the presentation exact, crisp, and brief. The forms were circulated well in advance among the participating field personnel and DFOs and were properly explained.

3.2 Common Platform for all Levels of Participants

Workshop provided a common platform for the participating officers, extension officers and the beneficiaries - the RDs to share their experiences and views. Two to three RDs from each participating Thanas, all the involved field level TFOs/AFOs, FAs and Senior Fishery Officers like DFOs, ADs, Senior PD and DDs and representatives from certain NGOs were invited to share their experiences and ideas through equal and active participation.

3.3 Review of Progress

Progress made during the last two years of operation was reviewed through the presentations made by each participating TFO/AFO. Nearly 15 minutes was given for each presentation. Respective DFO summarized the papers and underlined the silent features. The papers indicated the following:

3.4 Farmers Experience and Opinion

Participating RDs from each involved Thana were given opportunity to explain their experiences on fish production, extent of interest shown by their FFs, their opinion about possible weakness of the extension programme and suggestions for further improvement.

3.5 Ensuring active flow of opinions from all spheres and levels making it more participatory

In order to extract specific recommendations from all strata, participants were divided into three groups, each having more or less equal representation from RDs, Field Officers, Senior Officials from DoF and NGOs. While framing the Groups special attention was given to avoid presence of Field Officers and RDs from the same area (Thana or District) in the same group. This was done to avoid the influence of built-in personal impression and the shadow of accumulated bias while expressing their opinion.

Members from each group selected their own group leader and rapporteur. In some cases even the RDs were selected as group leader. The whole system of technology transfer through Trickle Down Extension System was divided into several fractional components and each group was assigned to concentrate their discussion on the particular component of the system. To stimulate the discussion certain pointers were extended during each discussion session. After completion of the group exercise the group leaders presented their recommendations to the house for threadbare discussion and framing final recommendations.

3.6 Valuable Inputs by Resource Persons

Resource persons were invited to have an overview of the presentations and put forward their views and frame final recommendations based upon their own observation.
