1. The Twenty-eighth Session of the Committee on World Food Security (CFS) will open at 10.00 hours on Thursday 6 June 2002 at FAO Headquarters. Provision has been made for the Session to continue up to Saturday 8 June 2002.
2. In accordance with the rules of Procedure, the Committee will elect a Chairperson and four Vice-Chairpersons from amongst the representatives of its members.The officers will remain in office for a biennium. The outgoing Chairperson is Mr Aidan O'Driscoll (Ireland) and the outgoing Vice-Chairpersons are Mr Paul Ross (Australia), Dr Bader Allawi (Iraq), Mr Miguel Barreto (Peru), and Ms Carolee Heileman (United States of America).
3. The Provisional Agenda for the Twenty-eighth Session has been prepared in consultation with the Chairperson, taking into account the Committee's Terms of Reference, the Committee's recommendations at the previous Sessions and the views of member countries.
4. The Session will be addressed by the Director-General or his Representative.
5. The Committee is open to all Member Nations of the Organization and all states which are members of the United Nations. It is composed of those states which notify the Director-General in writing of their desire to become members of the Committee and of their intention to participate in its work. Membership is for the biennium. The Secretariat will circulate a list of members of the Committee for the biennium 2002-2003 at the opening of the Session.
6. Under this item the Committee will consider the current world food security situation, including trends and prospects. The report will present latest results obtained through the Food Insecurity and Vulnerability Information Mapping Systems (FIVIMS) initiative.
7. At its Twenty-fifth Session (Rome, 31 May - 3 June 1999), the Committee considered and approved a reporting format as a basis for all future reporting on the progress of the implementation of the Plan of Action. Based on this format the CFS, at its Twenty-sixth Session (Rome, 18-22 September, 2000), reviewed the first cluster of Commitments relating to "people-centered" objectives, i.e. Commitments One, Two and Five and relevant parts of Seven. In order to enable the Committee to review the second cluster, consisting of those related to the "development-centered" objectives, i.e. Commitments Three, Four and Six and relevant parts of Seven at its Twenty-eighth Session, in 2002, the Director-General sent a Circular State letter to Governments, United Nations agencies, other international institutions, as well as to Regional and sub-regional bodies, requesting them to report on their progress in the implementation of the Plan of Action with regard to these objectives. On the basis of the information to be received from the reporting streams, and using other sources, the Secretariat will prepare a report, analysing progress in the implementation of the above-mentioned commitments for the Committee's consideration.
8. It will be recalled that the Committee at its Twenty-third Session agreed that, in addition to reports from national governments, reports on UN agency follow-up and inter-agency coordination, and reports from other relevant international institutions, arrangements had to be made for monitoring implementation at the sub-regional and regional levels. It noted that the FAO Regional Conferences would have a standing item on follow-up to the Summit. Conclusions reached by FAO Regional Conferences on the follow-up to the World Food Summit Plan of Action will be reviewed by the Committee in the context of the debate on this agenda item.
9. Under this item, the Committee will consider the report of the Working Group and finalise the Declaration for the World Food Summit: five years later.
10. Under this item, the Committee will consider and finalise the procedures for the conduct of the WFS: fyl.
11. Under this item, the Committee will consider matters that may require decision regarding the date and agenda for its next Session. According to its terms of reference, the Committee shall normally hold two sessions during each biennium, and if required may hold additional sessions during the biennium on the call of the Director-General in consultation with its Chairperson, or on request submitted in writing to the Director-General by the majority of the members of the Committee.
12. As regards the thematic issue and the informal panel, the Council, at its one hundred and twentieth Session, endorsed the Committee's proposal that the topic for the next thematic debate be "The impact of disasters on long-term food security and poverty alleviation - policy implications" and that the topic for the next informal panel be "The impact of access to land on improving food security and alleviating rural poverty - a review of successful cases of land reform in selected countries". These will be taken up at the Twenty-ninth Session of the Committee in 2003.
13. At its Twenty-seventh Session the Committee recommended that consideration should be given to "analysing the suitability and rationale for the classification of low-income-food-deficit countries as a basis for determining aid allocations". The Secretariat will prepare an information note on this subject. The Secretariat will also prepare a brief information note on the Progress in the Implementation of the Right to Food, which has been a subject of collaboration between United Nations High Commissioner for Human Rights and FAO.
14. The Committee, in line with its Terms of Reference, will submit a Report, including its recommendations, to the Council. The Committee will also endorse an information note for the World Food Summit: fyl, summarising the outcome of the CFS monitoring process on the progress in the implementation of the World Food Summit Plan of Action.
