CHANGES IN REPRESENTATION OF MEMBER NATIONS ON THE PROGRAMME AND FINANCE COMMITTEES

a) Eighty-ninth Session of the Programme Committee
(Rome, 5-9 May 2003)

1. Rule XXVI-4(a) of the General Rules of the Organization (GRO) states that "If the representative of a Member of the Committee is expected to be unable to attend a session of the Committee, or if, due to incapacity, death or any other reason, he is prevented from exercising his functions for the remainder of the term for which the Member he represents has been elected, that Member shall inform the Director-General and the Chairman as soon as possible, and may designate a substitute representative who shall have the qualifications and experience referred to in paragraph 1 of this Rule. The Council shall be informed of the qualifications and experience of the substitute representative".

2. By Note Verbale No. D. 2003/10 dated 14 March 2003, the Permanent Representation of the People's Republic of China to the United Nations Agencies for Food and Agriculture in Rome, informed that Mr Li Zhengdong, Deputy Director-General, Department of International Cooperation, Ministry of Agriculture (MOA), would replace Mr Thang Zhengping, Director-General, Department of International Cooperation, Ministry of Agriculture (MOA), as the Government Representative of the People's Republic of China as of the Eighty-ninth Session of the Programme Committee. The Chairman of the Programme Committee was also informed.

3. A summary of the qualifications of Mr Li Zhengdong (Appendix A) is attached for the information of the Council.

b) Hundred and Second Session of the Finance Committee
(Rome, 5-9 May 2003)

Hundred and Third Session of the Finance Committee
(Rome, 19-20 May 2003)

4. 5. By letter dated 28 January 2003, Ms Ryuko Inoue, Minister Plenipotentiary and Permanent Representative of Japan to FAO, informed the Director-General that the Government of her country had designated her to replace Mr Eiji Suzuki, former Permanent Representative to FAO, as the Government Representative of Japan as of the Hundred and Second Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

6. A summary of the qualifications of Ms Ryuko Inoue (Appendix B) is attached for the information of the Council.

7. By letter dated 5 February 2003, Mr Jacques Chavaz, Assistant Director, Directorate, Federal Office of Agriculture of Switzerland, informed the Director-General that the Government of his country had designated Mr Lothar Caviezel, Minister and Permanent Representative to replace Mr Rolf Gerber, former Permanent Representative, as the Government Representative of Switzerland as of the Hundred and Second Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

8. A summary of the qualifications of Mr Lothar Caviezel (Appendix C) is attached for the information of the Council.

9. By letter dated 31 March 2003, the Permanent Representation of the State of Kuwait to FAO, informed the Director-General that the Government of the country had designated Mrs Lamya Al Saqqaf, Designate Permanent Representative of the State of Kuwait to FAO to replace Ms Fatimah Hayat, former Counsellor and Permanent Representative to FAO, as the Government Representative of the State of Kuwait for the Hundred and Second Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

10. A summary of the qualifications of Mrs Lamya Al Saqqaf (Appendix D) is attached for the information of the Council.

11. By letter dated 10 April 2003, Mrs Lucy Tamlyn, First Secretary and Alternate Permanent Representative of the United States of America to FAO, informed the Director-General that the Government of her country had designated her ro replace Ms Carolee Heileman, former Minister Counsellor and Deputy Permanent Representative to FAO, as the Government Representative of the United States of America for the Hundred and Second Session of the Finance Committee and Mr Timothy Lavelle, Humanitarian Assistance Attaché and Alternate Permanent Representative of the United States of America to FAO to represent the Government of the United States of America at the Hundred and Third Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

12. Summaries of the qualifications of Mrs Lucy Tamlyn (Appendix E) and Mr Timothy Lavelle (Appendix F) are attached for the information of the Council.

13. By fax dated 14 May 2003, the Permanent Representation of the Republic of Chile to FAO, informed the Secretary of the Finance Committee that Mr Antonio Plaza Jiménez, Second Secretary and Alternate Permanent Representative of the Republic of Chile to FAO would replace Mr Molina Reyes, Chairman of the Finance Committee, as the Government Representative of the Republic of Chile for the Hundred and Third Session of the Finance Committee. The Chairman of the Finance Committee was also informed.

14. A summary of the qualifications of Mr Antonio Plaza Jiménez (Appendix G) is attached for the information of the Council.
