1 The Voluntary Guidelines are in the process of being developed by an Intergovernmental Working Group (IGWG) established by the FAO Council, following the World Food Summit: five years later. The guidelines are intended to support efforts to achieve the progressive realisation of the right to adequate food in the context of national food security.

2 General Comment 12 was issued by the UN Committee on Economic, Social and Cultural Rights, the treaty body of the International Covenant on Economic, Social and Cultural Rights (ICESCR), in response to a recommendation by the 1966 World Food Summit to clarify the content of the right to food and ways of its implementation. It defines in detail the normative content of the right to adequate food, deals with State Party obligations and lays down the general criteria for implementing this right.
