Goals
of meeting

THE SECOND REPORT ON THE ADEQUACY OF THE GLOBAL
OBSERVING SYSTEMS FOR CLIMATE IN SUPPORT OF THE UNFCCC prepared
last April by the Global Climate Observing System was well
received by the UNFCCC’s Subsidiary Body for Scientific
and Technical Advice (SBSTA) in July. The conclusions going
to the 9th Conference of the Parties to the UNFCCC (9-12 December
in Milan) include a request that GCOS produces a detailed
implementation plan. The 7th Meeting of the Terrestrial Observing
Panel for Climate will be devoted to this.
For each
of the findings identified in the adequacy report concrete
proposals to improve observations will be made. The Panels
have agreed to examine each Finding and identify what must
be measured in precise terms (e.g., number of observations
required, levels of accuracy, geographic/temporal distribution),
what the outcome would be (in terms of improving our knowledge
of climate change), who should perform the task (National
services identified by name, Space Agencies, etc.), how measurements
should be made, what the indicators of success could be, what
the timeframe for implementation should be and the cost.
