Abstract: The SEAGA Intermediate-level Handbook is written for development planners in all types of public and private sector institutions, from government ministries to community groups. The analysis concepts and tools included in the handbook focus on planning and implementing change that is participatory and that takes into account differences based on gender and other socioeconomic characteristics of various stakeholder groups. The Handbook emphasizes the practical application of the concepts and tools. Users are referred to the SEAGA Framework and Users Guide for more background and explanation of the total SEAGA approach and the concepts used in that approach. This Handbook's purpose is to support participatory development planning and implementation at the institutional level. It incorporates planning tools specifically developed for the SEAGA approach and others that have been adapted to incorporate the SEAGA approach to development. It is designed for use with the Macro-level and Field-level SEAGA Handbooks.
