The FAO Regional Office for Latin America and the Caribbean carries out studies on the fishing and aquaculture situation in the region. Provides counseling to countries on important subjects in the issue, identifies the main concerns and evaluates the technical backstopping needed by the countries in this field. Identifies, formulates, provides technical counseling, implements and evaluates fishery and aquaculture development projects. Gives advice to governments in the definition, planning and application of fishery and agriculture conservation, planning and development programs. Promotes cooperation and coordinates FAO activities with the international organizations and institutions of the region that are engaged in the fishery issue and is in charge of the Secretariat of the Commission for Inland Fisheries of Latin America.

This meeting will analyze the situation and trends of inland fisheries and aquaculture in the region, establishment of an aquaculture network and the alternatives to strengthen the role of the Commission for better serving the interests of its member countries.

This Technical Consultation took place in Rome , Italy , from 24 to 29 June 2004 to analyze issues of great concern to the international community, such as illegal fishing and excessive capture capacity of certain fishing fleets, some incorrect practices such as change of flags to avoid controls, non-authorized fishing, and unreported captures. The excessive number of fishing vessels contributes to this situation, hinders the success of the efforts made to regulate sea fishing and attempts against the sustainability of the fishing activity.

The Technical Consultation discussed about these issues, expressed concern on the slowness and scarcity of results and provided a series of recommendations tending to facilitate the implementation of national and regional plans of action to combat illegal fishing and regulate fishing capacity.

It is a FAO Council subsidiary body. This Committee is constituted by all Member Countries and is a world intergovernmental forum which meets every two years to examine the most important international concerns and issues in relation to fishing and aquaculture and formulates recommendations for governments, regional fishery bodies, NGOs, fishermen, FAO and the international community.

The last Session of the Committee on Fisheries, number XXVI, was held at Headquarters in Rome , from 7 to 11 March 2005 .
