Under the INTERREG II A, II B, II C and III B strands, and especially within the IRMA initiative INTERREG Rhine Meuse Activities programme (1997-2003), a high level of co-operation in the field of water management policy was achieved between European regions.
IRMA specifically enabled the development of new co-ordinated approaches to environmental protection, water management , flood protection, flood prevention, public awareness and disaster management throughout the Rhine and Meuse river basins, including both cross-border and internal regions. The outcome was a strategy integrating environmental conservation, spatial planning and water management. These are the corner stones. An additional dimension in border rivers and rivers crossing the state borders is formed by the interest of the civilian. Both sides of a border river or a river crossing the border usually represent opposite interests.
Four of the key elements of the IRMA strategy are:
1) public awareness of flood risk
2) flood prevention and protection
3) improving ecological aspects
4) crisis response measures.

According to Water Framework Directive (WFD) provisions, each Member State shall ensure co-ordination with the aim of producing a single international PBMP for Trans-boundary river basin districts falling entirely within the Community (Article 13). The Hernad/Hornad river basin district is in many aspects exemplary for transboundary water management in the region. The existing water management plans n4eed to be co-ordinated, and brought in line with the requirements of the WFD. As an example, transboundary monitoring (and early warning systems should be upgraded.
Finally, the regional water management authorities need assistance on economical aspects, defining and submitting concrete project initiatives at international funds, to speed up the implementation of measures
