The overall objective of the TCP assistance is to assist the Government of Croatia in building overall human and infrastructural capacity within the principal regulatory bodies ISS, AIO, CIPH, CFA, and SIPN to efficiently and effectively carry out risk assessments and monitoring of various GM products of biotechnology and/or living modified organisms as foreseen in the Cartagena Protocol. This capacity building will enable the regulatory agencies to ensure coexistence and be of greater technical and advisory assistance to the SIPN and build effective collaboration among themselves in biosafety-related emerging matters.

The project will facilitate the development of a national Land Resources Information System (LRIS) that can deliver accurate, useful and timely information on soil, land and water resources to farmers as well as to decision- and policy-makers. The system should provide the various types of information required for rural physical planning, including land use planning and environment improvement programmes. The project aims at establishing the framework for a multiscale national land resource information system and places emphasis on the application of the database in land use planning and land management. It will provide a core information system, including equipment, database and trained staff. The project will also provide land evaluation tools to enable rapid integration and analysis of various datasets in the database to produce the information needed by farmers and decision-makers.

The primary objective of the proposed project is to strengthen the capacity for generating and sharing HPAI disease intelligence and using this to mount emergency preparedness planning against the eventuality of HPAI being introduced into the region, specifically in relation to migration of and trade in wild birds.
To accomplish this objective, secondary objectives will entail: (a) generating an understanding of migratory bird movement into and within the region and the potential for their contact with domestic poultry, (b) building public awareness of the issues relating to the risks, (c) strengthening HPAI field surveillance and laboratory support for diagnosis, (d) establishing information and technology network linkages with other regions (GLEWS and OFFLU) in the global system for HPAI surveillance.
