DUTIES AND RESPONSIBILITIES

Under the overall managerial and administrative leadership of the Sub-Regional Representative for Southern and East Africa (SAFR) and the overall technical supervision of the Chief, TCAR, the incumbent will serve as a member of a team providing agricultural policy advice for sustainable agricultural and rural development, to combat poverty as well as achieve household and national food security. In particular, the incumbent will:

  • Advise FAO Member countries in the analysis and formulation of policies, strategies and programmes for sustainable agriculture, rural development and food security, with emphasis on sustainable use and management of land, water and other natural resources;
  • Support institutional and analytical capacity building in policy analysis, formulation, and implementation for sustainable food security, agriculture and rural development, including organization of training activities;
  • Participate in missions for sector and sub-sector reviews; identification, formulation, appraisal and backstopping of programmes and projects, including agriculture and rural sector investment programmes (SIPs);
  • Monitor key developments in countries of the region; prepare country economic and agricultural sector profiles, and maintain up-to-date country information, support FAO decentralised offices in prioritising FAO technical co-operation themes and collaboration with UN System, the IFI’s and other donors;
  • Enhance effectiveness of inter-country cooperation and integration by providing technical support to regional and sub-regional agricultural and rural development efforts, such as NEPAD Comprehensive Africa Agriculture Development Programme (CAADP); Regional Economic Communities (RECs);
  • Contribute to technical servicing of FAO statutory bodies and other relevant regional meetings and support FAO member countries in their World Food Summit follow-up activities;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University degree in Economics, Agricultural Economics or Economics of Natural Resources;
  • Seven years of experience in the field of agricultural policy analysis, planning, programming and monitoring, including working experience in the region (Ph.D in relevant subject may substitute for two years of the required experience);
  • Working knowledge (level C) of English.

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Level and extent of academic qualifications;
  • Relevance of experience in policy analysis, sector reviews, projects and programmes at national and regional level, in sectors related to agriculture, food security and rural development;
  • Knowledge of, and experience in addressing agricultural policy issues in the region
  • Familiarity in dealing with policy issues related to sustainable management of land, water and/or other natural resources;
  • Excellent communications skills, both orally and in writing;
  • Ability to work in a team, under pressure and meet strict deadlines.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 68663 US$ 86089 (without dependants) and from US$ 73733 to US$ 92987 (with dependants)
