DUTIES AND RESPONSIBILITIES

Under the overall managerial and administrative leadership of the Regional Representative, REU and the general operational guidance of the Director, TCO, the incumbent will be responsible for the management of operations and day-to-day operation of complete project cycles, from inception to closure, for projects operated by REU and will contribute to field programme development in the Region. In particular, he/she will:

  • assume budget holder responsibilities, organize project task forces and ensure timely provision of inputs, personnel, equipment and supplies for field projects, including preparing initial and regular budget revisions and providing overall technical, administrative and operational support for both technical units and national project personnel;
  • ensure timely submission of regular project progress and implementation reports including identification of project follow up requirements; undertake operational backstopping missions and liaise with donors and government authorities;
  • provide support to the overall field programme and all projects in the European Region ensuring timely and full data and information entry into FPMIS for operational and pipeline projects, in particular in relation to updating information concerning pipeline projects;
  • monitor overall field programme implementation in the European Region including the pipeline of field projects in close collaboration with the Policy Assistance Branch (REUP) and other units at HQ and at country level;
  • monitor AOS earnings/income and provide cost estimates in relation to REUD operations team; prepare periodic analytical reports for the regional representative and TCOM on the field programme, including delivery and delivery forecasts;
  • advise responsible offices on major issues affecting the operation of specific projects; liaise with technical and operating teams in relation to national development of programmes and projects;
  • contribute to country programming exercises by providing information for, or commenting on draft programmes; supporting REUP in implementing field programme development strategies at subregional and country level, participating, where possible, in related missions;
  • participate in, and contribute to, project formulation and preparation, including the drafting of project documents, preparation of budgets and active membership of project formulation missions, as appropriate;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in Agriculture or a subject directly related to the field work of the Organization;
  • Five years of experience in planning and operating field programmes and experience in field programme development and implementation;
  • Working knowledge of English and limited knowledge of French or Spanish.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance and level of academic qualifications and language ability; kowledge of languages widely used in the European Region would be an asset;
  • Extent and relevance of experience in management of small, mediium and/or large scale projects at country and regional levels, including related administrative procedures;
  • Extent and relevance of experience and skills in one or more of the following: project identification, programme and project formulation, analysis, planning and implementation;
  • Depth of knowledge of current global issues, trends and constraints, related to the reduction of hunger and poverty;
  • Quality of communication and interpersonal skills.

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.

REMUNERATION

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 74 148 US$ 95 422 (without dependants) and from US$ 76 475 to US$ 102 587 (with dependants)
