DUTIES AND RESPONSIBILITIES

Under the general supervision of the relevant Service Chief, will be responsible for the effective planning, management, and supervision of the functions carried out by one of the Groups within the Information Systems and Technology Division to ensure that the Organization’s requirements are effectively met. These Groups cover the following disciplines:

  • Information Systems (IS)/Information and Communication Technology (ICT) Governance
  • IS/ICT Service Planning and Delivery
  • IS/ICT Project Management
  • Information Systems Management
  • ICT Infrastructure Management
  • IS/ICT Service Desk Management
In particular, the incumbent will:
  • prepare and monitor work plans and deliverables of the respective Group according to agreed priorities;
  • manage the financial and human resources assigned to the respective Group to achieve the outputs of the agreed work plans;
  • participate in planning, coordinating and setting policies for the development and implementation of an Organization-wide IS/ICT strategy and for the development of supporting standards, procedures and practices;
  • supervise the staff of the Group and coordinate their development and training programmes;
  • supervise and co-ordinate, as necessary, the work of external firms/consultants;
  • represent the Organization in internal and external fora; represent the Division with clients and in interdivisional or external fora;
  • advise senior management, as appropriate, on IS/ICT development and implementation including the implications of various technological alternatives;
  • develop and monitor service performance standards of the Group;
  • act as a member of the management team of the Division;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Ten years progressively responsible management experience in information systems and/or information and communications technology in large organizations
  • Working knowledge of English, French, or Spanish and limited knowledge of one of the other two, or Arabic or Chinese
  • University degree in information systems, software engineering, business administration, or related field, or other degree supplemented with extensive appropriate postgraduate level training

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Overall level of knowledge and relevance of management experience in disciplines related to Group(s) of the Division
  • Experience in managing large scale projects in information systems and/or information and communications technology
  • Ability to lead change and develop plans integrating organizational and divisional goals, priorities, values and other factors
  • Developed people management skills with ability to motivate staff and provide a cooperative and productive working environment
  • Ability to effectively manage resources and achieve agreed results, including organizing and co-ordinating the work of others
  • Ability to develop networks, build partnerships and negotiate to support the achievement of goals, to effectively liaise between groups and clients of the Division
  • Ability to analyse complex matters, exercise sound judgement and decision making and communicate outcomes clearly, both orally and in writing

REMUNERATION

Level P-5 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 104255 US$ 122863 (without dependants) and from US$ 112223 to US$ 133326 (with dependants)
