DUTIES AND RESPONSIBILITIES
Under the supervision of the Sub-regional Representative and the functional guidance of the Director, Animal Production and Health Division, the incumbent will provide support on matters related to livestock sector development to the Sub-regional Multidisciplinary Team (MDT). The MDT will lead FAO’s response to the needs of the sub-region, including those of the Regional Economic Integration Organizations.. Specifically to:- Provide technical advisory support to FAO member countries and Sub-regional Organisations (ECCAS and CEMAC) on the formulation and implementation of technical programmes aimed at the development and improvement of the livestock sub-sector in the sub-region;
- Identify sustainable livestock intensification and Good Agricultural Practice issues relevant to the sub region including: breed conservation and improvement, improved husbandry, transhumance, natural resource management, and livestock marketing (including preservation and processing) of animal products;
- Provide, in close collaboration with the Regional Emergency Centre for Transboundary Animal Diseases Units based in the Regional Animal Health Centres, technical support to member countries on appropriate prevention and control strategies against transboundary and other emerging animal diseases;
- Assist in defining country priorities for livestock development and options to harmonise such programmes between the different livestock production systems found within the sub-region;
- Plan, organize and participate in national and sub-regional capacity building programmes related to livestock development;
- Maintain regular liaison with national and regional research and training institutions in the sub-region and represent FAO in sub-regional and international meetings as required;
- Contribute to FAO regular programme activities on animal production and health and support FAO global and regional programmes;
- Support any livestock related emergency relief and rehabilitation programmes in the sub region;
- Ensure that livestock development is adequately integrated into the work of the MDT
- Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- University degree in veterinary science, agriculture or animal production/science plus a post-graduate degree in a relevant animal health or production subject.
- Seven years of relevant experience in livestock development programmes including working experience in Central Africa sub-region.
- Working knowledge of Spanish and French and limited knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:
|
- Extent of knowledge of livestock development and animal health issues in Africa and especially those related to Central Africa.
- Relevance and level of academic qualifications.
- Extent and relevance of experience in the formulation and implementation of livestock development, animal health and/or livestock emergency assistance programmes.
- Excellent communications skills, both orally and in writing and ability to work in a multi-disciplinary team.
- Ability to write clear and concise reports.
