DUTIES AND RESPONSIBILITIES
Under the supervision of the Director, Plant Production and Protection Division, AGP, and the functional guidance of the ADG/Regional Representative for Latin America and the Caribbean, RLC, provide technical advice and support to matters related to the field of sustainable plant production and protection to Member Countries in the region. Specifically:- Provide guidance and support to governments and institutions in the identification, formulation and implementation of FAO plant protection projects and programmes including support in capacity building and training, both at the national and regional levels.
- Identify plant protection problems in the Region and provide technical support for the promotion of safe and sustainable plant protection activities.
- Design and conduct periodic reviews and appraisals of the situation of plant pest and pesticide problems in the Region and advise FAO Members on necessary actions to implement pest and pesticide management programmes.
- Provide advice to FAO Members in the implementation of international agreements related to the use of pesticides in agriculture and their technical guidelines, in particular the International Code of Conduct on the distribution and use of Pesticides and the Rotterdam Convention. Provide assistance in the harmonization of pesticide registration, in the dissemination of information related to pesticides and in all maters related to pesticides management.
- Assist member countries in their active participation in the International Plant Protection Convention, including the adoption and implementation of phytosanitary measures. Provide support to FAO Members of the Region to establish and implement measures to prevent the spread and introduction of pests of plants and plant products, and to promote appropriate measures for their control.
- Work closely with the Regional Plant Protection Organizations, regional and subregional economic and political organizations in the identification of priorities and definition of work programmes in the area of plant protection.
- Provide advice to FAO Members in training technical personnel through national and regional training programmes, workshops and seminars related to plant protection and maintain close relations with international and national research institutions for the transfer of research findings, to meet needs at country or regional levels.
- Cooperate with the FAO Headquarters in the recruitment, briefing and technical supervision of field project personnel dealing with plant protection.
- Provide information and support in exchange of information between countries, sub-regions and FAO Headquarters on issues of plant quarantine significance.
- Liaise closely with the technical staff at the Plant Production and Protection Division at Headquarters on all matters related to plant protection in the Region and ensure a timely exchange of relevant information with member countries.
- Perform other related duties as required

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- Advanced University Degree in one of the following: Agriculture - Crop Protection, Plant Sciences or a closely related field
- Seven years of relevant experience in crop protection or pesticide management in the field preferably including experience on main crops of the region
- Working knowledge of English and Spanish
|
SELECTION CRITERIA
Candidates will be assessed against the following:

- Extent of experience in plant protection and pesticide management issues in the field
- Extent of field experience in plant protection in Latin America and the Caribbean
- Extent of experience in project/programme formulation and implementation of projects, programmes and studies in the field of plant protection
- Extent of experience in providing policy advice at local, national, and regional levels
- Extent of knowledge in the implementation of international instruments related to plant protection, including the International Plant Protection Convention, the International Code of Conduct on the Distribution and Use of Pesticides and the Rotterdam Convention.
- Ability to organize and conduct technical meetings, conferences and workshops
- Knowledge and understanding of the work of international organizations and national governments
- Negotiating and advisory skills, excellent oral and written communication skills (including ability to write concise reports)

carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 90,417
US$ 113,366
