DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Subregional Coordinator for South America and the technical guidance of the Director, Investment Centre Division (TCI), in close collaboration with other members of the Multidisciplinary Team, the incumbent will be responsible for the analysis, formulation, evaluation and supervision of investments in agricultural and rural development with main emphasis on irrigation projects construction and rehabilitation for national and external financing, and for delivering capacity building to national governments for investment planning and design in the aforementioned fields. More specifically, the incumbent will be requested to:

  • participate in the review and development of irrigated agriculture and natural resource sector policies and the formulation of national programmes for food security, agricultural and rural development, and sustainable use of natural resources;
  • advise governments, together with other members of the Multidisciplinary Team, in the preparation of agricultural and rural sector/subsector strategies and in the identification of appropriate development policies as a basis for dialogue between governments and financing institutions;
  • participate in, and eventually lead, teams to assist governments in the identification and preparation of investment projects/programmes in the fields of irrigated agriculture, fisheries, forestry, rural development and natural resources management and participate in the pre-appraisal and appraisal missions led by international financing institutions;
  • participate in, and eventually lead, teams for project supervision and preparation of project completion reports for investment operations (projects, programmes and direct budget support);
  • prepare clear and concise reports following requirements of the World Bank and other international financing institutions;
  • advise the Subregional Coordinator in organizing field missions; advise on the selection of consultants for short and medium-term technical assistance projects, prepare terms of reference and supervise their work;
  • in collaboration with other members of the Multidisciplinary Team, formulate and deliver capacity building programmes aimed at strengthening national investment planning and implementation capacity;
  • work closely with other fellow members of the Multidisciplinary Team for increased impact of FAO technical assistance to member countries;
  • perform other duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in economics, agricultural economics, or irrigation engineering, irrigation agronomy or a closely related field
  • Seven years of relevant experience in the formulation of Irrigation Investment Programmes and Projects, in addressing irrigation sector/subsector and rural development policy issues, and in delivering capacity building in investment programme planning
  • Working knowledge of English and Spanish

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in participating in and/or leading multidisciplinary teams for agriculture and rural development or irrigation and irrigated agriculture investment projects preparation, evaluation and supervision for international financing institutions and other agencies (including FAO), in countries of the subregion or other developing countries and countries in transition
  • Extent of experience in conducting agriculture sector or subsector reviews and programme evaluation
  • Knowledge of capacity building techniques in the field of investment planning for agriculture and rural development
  • Capacity to work effectively in multidisciplinary teams
  • Ability to plan, and conduct investment formulation tasks and capacity building exercises
  • Ability to communicate clearly both orally and in writing

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 90,417 US$ 113,366 (without dependants) and from US$ 97,095 to US$ 122,442 (with dependants)
