DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Chief, TCOM, be responsible for managing the process of review and updating of operational and administrative procedures relevant for field operations. Specifically, to:

  • administer the issuance of operational and administrative procedures and guidance covering the entire project cycle;
  • contribute to the review, updating and dissemination of procedures and manuals concerning FAO’s operational activities; including Field Programme Circulars, TC Procedures, FAQs (Frequently Asked Questions), and proposals for OCD’s Management Letters and equivalent;
  • maintain the Field Programme Manual in the Field Programme Management Information System;
  • review cases of deviation of budget holders from established operational and administrative procedures and accepted practices, analyse the issues and recommend solutions;
  • monitor the field programme-related procedural guidance provided by other entities, including regional offices and subregional offices, to budget holders in decentralized offices;
  • cooperate with relevant offices to ensure a corporate vision of administrative, operational and project cycle related procedures;
  • interact with divisions, in close consultation with other Technical Cooperation Department’s divisions and services, on administrative issues with a bearing on the project cycle;
  • act as Secretary to the Standing Working Group of the Field Programme Committee (operational and administrative procedures);
  • contribute to and participate in divisional, departmental and corporate training activities related to the field programme;
  • participate and contribute to divisional, departmental or corporate working groups in relation to administrative and operational procedures, including IT applications;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • advanced university degree in business administration, public administration, agricultural economics, marketing or development economics;
  • seven years of relevant experience in private sector or public institutions directly related to implementing technical cooperation at a national or international level in project or backstopping function;
  • working knowledge of English, French or Spanish and limited knowledge of one of the other two.

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • demonstrated ability to analyse complex problems and to formulate succinct analytical reports;
  • extent of experience in UN projects or field office experience;
  • familiarity with UN structures, policies and procedures, and its normative and operational activities;
  • familiarity with UN’s financial account structures and reporting systems;
  • familiarity with UN operational/administrative procedures;
  • ability to work under pressure;
  • ability to write clearly and concisely;
  • extent of supervisory skills.

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 105,612 US$ 132,419 (without dependants) and from US$ 113,413 to US$ 143,020 (with dependants)
