DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Special Programmes for Food Security (SPFS), Management and Coordination Service (TCOS), the Food Security Officer will contribute to the coordination/implementation of the SPFS Programmes for Food Security: Special Programme for Food Security (SPFS), South-South Cooperation (SSC), National and Regional Programmes for Food Security (NPFS and RPFS). Specifically will:

  • monitor and follow-up on the implementation of the SPFS/NPFS/RPFS and SSC, including programme development and operations particularly in the countries assigned; assist in the preparation of analytical reports drawing attention of Special Programmes for Food Security Management to relevant issues; ensure technical clearance by divisions concerned and the government of SSC experts and field technicians;
  • review and comment on the Terms of Reference of the formulation missions for the Programmes for Food Security (SPFS, SSC, NPFS and RPFS);
  • participate/lead SPFS/NPFS/RPFS and SSC programmes identification/formulation/implementation missions;
  • prepare substantive technical documents related to the SPFS/NPFS/RPFS and SSC;
  • review and comment on the Special Programmes Progress Reports and prepare or contribute to the preparation of analytical progress/assessment reports;
  • assist in the coordination of the SPFS/NPFS/RPFS and SSC both at the HQ level and the decentralized structure;
  • participate in Task Force and Review Committee Meetings;
  • coordinate the preparation of country profiles and briefs;
  • brief/debrief, participate/lead programme identification and formulation missions;
  • participate in meetings on the SPFS/NPFS/RPFS and SSC with donors and other technical or operational meetings;
  • assist in the development of an effective monitoring system for the SPFS/NPFS/RPFS and SSC;
  • perform other related duties, as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced degree (M.Sc. or equivalent) in agriculture, agricultural economics or closely related fields;
  • Seven years of relevant experience related to food security projects and programmes, including programme review and
  • evaluation;
  • Working knowledge of English and French or Spanish.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience at the international level in managing, administering and operating agricultural and food
  • security projects in developing countries;
  • Extent of familiarity with agricultural and food security issues relevant to developing countries;
  • Extent of familiarity with management information systems and field project monitoring and reporting system;
  • Knowledge of modern computer software packages relevant to management information systems, databases,
  • and monitoring systems;
  • Ability to analyze complex policy issues and to write analytical reports and technical documents;
  • Knowledge of another language of the Organization is an asset.

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 105 612 US$ 132 419 (without dependants) and from US$ 113 413 to US$ 143 020 (with dependants)
