DUTIES AND RESPONSIBILITIES
Under the general supervision of the Chief, AFFC and the direct supervision of the Finance Officer, Projects Accounting Group, will be responsible for the routine maintenance, monitoring and processing of Trust Fund projects funded by European donors, mainly the European Commission (EC) which is governed by specific guidelines provided in the Financial and Administrative Framework Agreement (FAFA) between EC and UN. In particular, will:- prepare standard Euro financial reports for EC derived from US Dollar (USD) financial reports of the financial system in accordance with EC rules;
- assist Budget Holders in the preparation of non-standard Euro financial reports for EC;
- prepare financial reports for Trust Fund projects funded by other European donors;
- review cash balances, including foreign exchange implications of conversion of non-USD donor contributions in the financial system into USD, and ensure timely submission of calls for funds to donors;
- review and update transactions of the financial accounting systems, including the opening and closing of projects, ensuring compliance with the financial regulations and rules;
- participate in discussions on resolution of financial issues with the donor;
- assist in the development and enhancement of Euro financial report templates and automated systems;
- perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- University degree in Business Administration, Finance, or related field and/or certification from a recognised specialized professional institute in accounting (CA or CPA or equivalent)
- Three years of relevant experience in accounting or auditing or in a supervisory role in a project accounting function in a large national or international organization
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two

SELECTION CRITERIA
Candidates will be assessed against the following:

- Overall quality and relevance of experience in accounting and managing accounting functions
- Knowledge and experience of project accounting in an international environment
- Knowledge of European Commission financial rules and regulations
- “Client focus” orientation and commitment to results
- Good communication skills and demonstrated ability to work as an effective team member and with limited supervision
- Knowledge of ERP systems (e.g. Oracle Financials) and reporting tools
- Relevance of computer literacy and skills in the use of word processing and spreadsheet software
