DUTIES AND RESPONSIBILITIES

Under the supervision of the Sub-regional Coordinator and the functional guidance of the Director, Land and Water Division, NRL, to provide support on matters related to the field of sustainable natural resources management, with an emphasis on access to land and other natural resources and tenure security, to the Sub-regional Multidisciplinary Team which will lead FAO’s response to the needs of the Sub-region, including those of the Regional Economic Integration Organization (REIOs). Specifically to:

  • advise FAO Members in the identification, formulation and resource mobilisation for programmes and projects, in the field of land and water resources, to improve land tenure arrangements, land administration and land policy, including in relation to capacity building; provide technical support to Member countries in their efforts to attain WFS and MDGs; help in establishing priorities for FAO assistance within existing frameworks and prepare FAO’s National Medium-Term Priority Frameworks;
  • provide technical backstopping for the implementation and monitoring of national and Sub-regional projects on land and water development and resources, as appropriate;
  • review land and rural sector policies and national programmes, including participation in sector studies, for their implications for secure access to land by the rural poor to support food security and for rural development, to analyse needs and opportunities, identify national priorities for investment and prepare recommendations;
  • act as focal point for periodic collection, analysis and dissemination of relevant data and information for programmes and projects in the field of land and water resources and land tenure in countries within the sub-region;
  • contribute to normative work on improved tenure arrangements, land administration and land policy (including the management of land in the public and private sectors, land transfer mechanisms, land measuring and mapping, the mechanisms for physical planning and zoning control and taxation of land) with emphasis on emerging land related social movements, decentralization and civil society.
  • participate in promoting tools, guidelines and knowledge related to land tenure, land administration and land policy and collaborate with Headquarters and Regional Officers in the development of applications at country level; provide country feedback in the implementation and improvement of regular programme entities.
  • participate in Sub-regional conferences/meetings/workshops related to land tenure, land administration and land policy.
  • maintain effective working relationship with other FAO units, government institutions, international development agencies, NGOs and civil society organizations;
  • contribute to FAO regular programme activities on land tenure arrangements, land administration and land policy and ensure that issues of relevance to the Sub-region are correctly reflected in the regular programme;
  • advise on the selection of consultants and participate in the supervision of their work;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in a discipline relevant to land tenure, land policy, and land administration
  • Five years of relevant experience in the field of land and water development and management which includes experience in developing countries
  • Working knowledge of Spanish and English

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in land tenure, land administration and land policy
  • Relevance of working experience in the Latin America region and extent of knowledge related to access to land and other natural resources and tenure security in the Sub-region
  • Extent of experience in the formulation, implementation and monitoring of land tenure and administration projects in the Sub-region
  • Ability to organize workshops, conferences and meetings
  • Capacity to work successfully in multi-disciplinary teams
  • Extent of both oral and written communication skills (including ability to write concise reports)

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-3 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 77,564 US$ 99,816 (without dependants) and from US$ 83,095 to US$ 107,313 (with dependants)
