DUTIES AND RESPONSIBILITIES

Under the general supervision of the Director, ESW and the Principal Advisor, ESW, the incumbent will:

  • Provide advice and technical support for the development and implementation of FAO’s rural employment strategy to ensure equitable rural development, sustainable and diversified livelihoods, poverty reduction and food security, including preparing reports on progress in implementation.
  • Lead and/or participate in missions to Member countries to provide policy advice, orient economic research or identify/formulate policy-related or technical programmes and projects to achieve more equitable, remunerative, and safer conditions of employment in agriculture, forestry, fisheries, and rural enterprises, with a focus on economic growth while reducing vulnerability and social exclusion and eliminating the worst forms of child labour.
  • Provide guidance/technical support for empirical research and analytical studies on rural labour markets, with particular reference to gender, equity and poverty issues, migration, and demographic trends, and contribute to the generation and analysis of gender disaggregated rural labour data and statistics.
  • Lead and contribute to the development and implementation of an FAO rural development strategy and monitor and report on progress.
  • Develop policy briefs and publications of empirical research and analytical studies.
  • Provide policy and technical support to assist Member countries in analyzing and strengthening the capacities of public, private and mixed institutions that mediate access to rural markets and employment opportunities, in order to improve efficiency and effectiveness and promote gender and social equity.
  • Represent FAO, as appropriate, in interagency and other meetings dealing with rural employment, rural development and rural institutions.
  • Forge partnerships with related organisations.
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University Degree (Ph.D. or equivalent) in Economics, Agricultural Economics, or Labour Economics with familiarity with sociology, anthropology, geography or related social science discipline
  • Ten years of relevant experience in rural employment analysis, policies and strategies, with a focus on gender and social equity, poverty reduction, institution building, and rural development, which included experience in developing countries
  • Working knowledge of two of the following languages: English, French, Spanish

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in the formulation of rural employment policies and strategies for developing countries, and/or in the planning, management, monitoring and evaluation of rural employment programmes and projects
  • Extent of experience in setting up, guiding and participating in empirical research and analytical studies on rural and agricultural employment and rural labour markets, demonstrated through a robust publications record and use of rural labour statistics
  • Demonstrated ability and interest in promoting/mainstreaming gender and social equity in rural employment and rural development policies and programmes, including through gender-disaggregated data
  • Extent of experience in the assessment, analysis and strengthening of public, private or mixed institutions involved in policy formulation and/or provision of services and markets to promote agricultural/rural production and employment
  • Strong analytical competency and ability to express and synthesize ideas clearly and concisely, both orally and in writing, in English
  • Competency in leading, managing and participating in a team of professionals of diverse cultural, academic and linguistic backgrounds in an international and, in particular, intergovernmental setting
  • Results orientation with demonstrated ability to manage programmes and projects efficiently under shifting priorities, and to deliver against deadlines
  • Demonstrated ability to establish and maintain partnerships and to fundraise

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-5 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 135,400 US$ 159,549 (without dependants) and from US$ 145,749 to US$ 173,149 (with dependants)
