DUTIES AND RESPONSIBILITIES
Under the overall managerial and administrative leadership of the ADG/Regional Representative, RAP and the direct technical supervision of the Director, AGA, the incumbent will:- Assess and monitor trends in the livestock sector and its various segments from producer to consumer (food chain of animal products) and evaluate the social, animal and public health as well as environmental impacts and risks of these trends;
- Analyse the comparative and competitive advantage of different production locations and food chains within the Asia-Pacific region for producing major livestock commodities and assess the scope for as well as advantages and threats of increasing participation in intra-regional and global trade, and advise on related policies and institutional measures;
- Design and implement programmes and projects on livestock sector development in the region with emphasis on the livestock products supply chain and its quality and safety aspects; design and implement strategies for the development of entrepreneurship and small and medium-sized business, including partnerships between public and private sectors; participate in appraisal of field projects and provide supervision and backstopping;
- Conduct policy studies and provide advice to FAO Members in developing and implementing policies related to livestock development, assist in the use of best practices with emphasis on food chain aspects in the Asia-Pacific Region;
- Facilitate the development of policy options, strategies, investment and implementation mechanisms to optimize the contribution of livestock to economic growth, poverty alleviation and environmental protection with a particular emphasis on developing mechanisms and institutions for risk mitigation and risk management;
- Provide support to FAO’s response to natural disasters affecting the livestock sector in the Asia-Pacific Region;
- Plan and organize expert consultations, lead technical meetings and workshops and represent FAO in international meetings;
- Prepare and edit technical papers for discussion and publication, particularly with regard to livestock policy and investment;
- Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- Advanced university degree in Animal Science, with extensive practical experience in livestock economics or policy analysis, or in Economics, with working experience in the livestock sector
- Seven years of relevant experience in livestock sector development preferably on economic or policy analysis and/or investments of which three years in developing countries, preferably in the Asia and the Pacific region
- Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

- Extent of experience in the assessment of livestock policy issues and livestock policy analysis, in particular with regard to the animal product supply chain and related policy implications in Asia
- Relevance and level of academic qualifications
- Ability to formulate, plan, coordinate and evaluate programmes and activities as evidenced by relevant track record
- Proven capacity to prioritize work, plan, organize and lead group work, including organizing international working meetings
- Communications skills, both oral and written, and capacity to prepare and present technical material for audiences at different levels of technical expertise
- Level of knowledge of international and national institutions related to livestock sector development
- Demonstrated ability to work as a team member in a multi-cultural environment

Level P-4
carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 93,002
US$ 116,608
(without dependants) and from US$ 99,871
to US$ 125,943
