DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief, Social Security Branch, the incumbent is responsible for assisting in policy formulation, advising and analyzing the application of human resources policies, rules and regulations as well as standards related to Social Security Benefits (Pensions, Medical and Life Insurance schemes and Compensation Plan for service-incurred Accidents, Illnesses and Death). In particular, will:

  • formulate, develop and implement strategic policies, procedures and yearly plans, ensuring clarity of policies for the ease of their administration;
  • oversee the preparation of departmental performance reports, statistical indicators, cost analysis, trends and ad-hoc reports provided to Senior Management, Committees, UNJSPF and other Third Parties relating to social security benefits;
  • participate in identifying needs, formulating and develop strategies, policies, plans and tools relating to social security benefits in line with the UN Common System (Joint Committees, Senior Management, Staff Representatives, etc.);
  • oversee the coordination, submission and reporting of the Staff Pension Committee (SPC), Advisory Committee on Medical Coverage (JAC/MC) and the Advisory Committee on Compensation Claims (ACCC);
  • liaise with the Administrative Law Group and with the Office of Legal Counsel regarding jurisprudence on service-incurred incidents; including corresponding with Third Party insurance companies and Legal Counsel of claimants in third party cases;
  • review and interpret ILO Administrative Tribunal decisions, national legal decisions, including observing proceedings - regarding compensation claims cases and raise recommendations for representation and/or action when appropriate;
  • undertake the processes of tendering, analysing bids, negotiating of services and overseeing the implementation of contracts/agreements with third party firms/entities;
  • participate in managing the financial resources attributed to the provision of social security benefits in-line with the Organization’s financial guidelines (Regular Programme funds; Trust funds; Profit sharing accounts, .. etc.);
  • address, manage and coordinate complex queries, issues and matters related to the provision of social security benefits;
  • perform other duties as requested.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University Degree in Law, Business Administration, HR Management or other related field
  • Seven years of relevant administrative/legal experience, including administration of employee benefits
  • Working knowledge of English and French or Spanish

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of relevant experience, preferably in administration of employee benefit programmes
  • Level and relevance of academic qualifications
  • Demonstrated ability to draft and interpret official and legal documents in English; ability to draft and interpret documents in Italian would be an asset
  • Good understanding of employee compensation schemes; knowledge of employee insurance schemes would be an asset
  • Ability to work accurately under pressure and plan, organize and supervise work and meet deadlines;
  • Ability to solve complex problems and attention to detail; high degree of tact and discretion
  • Knowledge of Italian would be an asset

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 103 427 US$ 126 727 (without dependants) and from US$ 111 067 to US$ 136 872 (with dependants)
