DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Chief, Procurement Service, while adhering to the Organization’s prevailing rules and procedures, and with leeway permitted for the exercise of independent judgement undertake a range of emergency procurement activities, primarily in the field, providing supervisory and technical guidance to the staff involved in all phases of their work to ensure the timely procurement of goods (materials, equipment, machinery and supplies) and services for emergency projects. Specifically, will:

  •  
  • undertake emergency procurement missions worldwide in connection with the Organization’s emergency activities.
  • analyze procurement proposals for completeness and conformity with established FAO rules, procedures and practice, determine appropriate strategy/approach to best serve institutional interests.
  • ensure implementation of procurement strategy in conformity with the relevant rules, procedures and practices.
  • direct, manage and conduct planning, solicitation, establishment of tender opening panels in the field, commercial evaluation, selection, negotiation, preparation and issuance of purchase orders/contracts and, if necessary, termination of purchasing actions/contracts.
  • review and authorize as delegated or make recommendations regarding authorization of exceptions to established rules, procedures and practices, as necessary.
  • review recommendations for procurement to ensure that recommended supplier conforms to FAO procurement requirements.
  • authorize and issue up to approved delegated authority, or recommend authorization of purchase orders/contracts in excess of such authority.
  • supervise follow-up on orders to ensure timely delivery as appropriate.
  • research and identify potential sources of supply and establish parameters for potential supplier lists and their maintenance.
  • review and assess procurement capacity in field offices, develop proposals for increasing or improving capacity, including identifying training requirements, assist in the development of training programs and provide training is provided.
  • ensure that procedures for the maintenance of all relevant procurement records and data are properly followed and use and supervise the correct operation of the procurement/data processing systems.
  • provide advice to Organization staff on procurement matters and the application of procurement policies and procedures.
  • make initial determinations and recommendations concerning disputes or claims arising out of procurement actions.
  • review and make recommendations regarding procurement policies, procedures and strategies to enhance effective and efficient implementation of procurement and institutional goals.
  • brief FAO and Project staff on procurement policies / procedures and conduct training as necessary.
  • undertake procurement related activities at headquarters as required including follow-up on activities undertaken in the field.
  • prepare Reports on activities in field offices, including all relevant recommendations and required follow-up actions.
  • perform other related duties as required.

APPOINTMENT/PROMOTION TO THE POSITION IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR
WITH POSSIBILITY OF EXTENSION

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in Business Administration, Economics or related fields
  • Seven years of relevant experience in procurement of goods, services and works, of which at least five at the international level and which include a proven record of managing and delivering complex procurement programs
  • Working knowledge of two languages: English, French, Spanish

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Level and relevance of academic qualifications
  • Extent of technical knowledge of all aspects of international procurement
  • Relevance and quality of work experience in procurement activities
  • Ability to analyze complex procurement issues and propose effective solutions
  • Ability to build and manage teams and to plan and organize work and staff to consistently and effectively deliver timely results
  • Level of written and oral communication skills in English, French and/or Spanish
  • Extent of knowledge of specific ERP technologies

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 103 427 US$ 126 727 (without dependants) and from US$ 111 067 to US$ 136 872 (with dependants)
