DUTIES AND RESPONSIBILITIES

Under the overall guidance of the Inspector-General, and direct supervision of the Senior Investigation Officer to:

  • conduct preliminary and full investigations into allegations of fraud and unsatisfactory conduct, and coordinate with other investigative staff more complex investigations.
  • review and assess complaints and allegations, review and analyse all information to determine its relevance and reliability, conduct interviews of staff and other involved parties, conduct and guide, research activities, obtain and analyze potential documentary and electronic evidence, and determine the appropriate presentation of investigative results.
  • prepare and edit required written outputs of the highest quality with logical and clear presentations of investigative findings. Written outputs include investigative plans, records of interview, investigative reports.
  • plan and conduct inquiries, consultations, and interviews and gather other relevant information. Analyse information, prepare investigative reports presenting facts, circumstances, and conclusions and recommendations to support management decisions regarding any disciplinary or corrective action.
  • assess the potential for fraud and corruption in operational activities and recommend investigations.
  • develop in draft format the office’s policy and procedural framework of best practices and other lessons learned from investigative work;
  • ensure that appropriate actions and initiatives are adopted to promote and enhance the integrity of FAO’s operations.
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University degree in a discipline associated with investigations such as law, business/public administration or related area
  • Seven years of relevant experience in fact finding/investigatory work preferably, but not limited to, employee misconduct fraud and corruption, using investigation techniques and procedures
  • Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese or Russian

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent and relevance of experience in investigations, including at least two years of this experience at the international level.
  • Excellent communication skills, both oral and in writing and ability to write clear and concise investigative reports in English
  • Capacity to work effectively in a team, including leading the team as necessary, in particular in an international and multicultural environment and take independent action
  • Ability to analyse relevant legal and procedural issues and documentary and financial evidence, discretion and confidentiality
  • Extent and relevance of academic qualifications

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 111,299 US$ 136,372 (without dependants) and from US$ 119,520 to US$ 147,289 (with dependants)
