DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Chief, Shared Services Centre, AFDS, the direct supervision of the Senior Administrative Officer, and the functional guidance of the corresponding divisions in AF, to supervise the Support, Travel, Procurement, Invoice processing and Vendor Management teams in the Shared Services Centre and to provide budget monitoring and administrative support to the office. Specifically, to:

  • direct the Support, Travel, Procurement, Invoice processing and Vendor Management teams and supervise staff carrying out these duties;
  • coordinate and supervise the monitoring of Service Level Agreements with clients and other divisions; prepare progress reports on the activities of the Travel, Procurement, Invoice processing and Vendor Management teams; participate to client surveys and be responsible for periodic SLA revision and updating;
  • liaise with the relevant divisions on technical and policy issues;
  • review and approve payment requests related to Field Purchase Orders processed by the Procurement group, and asset management transactions;
  • monitor the office expenses and forecasts and prepare periodic budgetary reports; provide input to the preparation of the Programme of Work and Budget;
  • provide administrative support and carry out the processing of transactions for the SSC Budapest office in procurement, payments, travel and any other administrative matters;
  • overview the preparation of tenders, the issuance of contracts for service providers and ensure compliance with terms of the contract;
  • coordinate the preparation, implementation and revision of the office travel schedule and ensure timely implementation of travel and the processing of related expenditures and accounts;
  • maintain updated staffing information and plan staffing actions; oversee the preparation of post descriptions, vacancy announcements, screening of applicants, and selection of staff in the various teams.
  • ensure general administrative assistance and logistic support required for the smooth running of activities of the Office, including liaison with the manager of the premises, maintenance and office furniture, equipment and space, documents distribution, transportation, security, etc.;
  • participate in the provision of security related services in consultation with the UN Security Coordinator;
  • participate to meetings of the UN Group in Budapest
  • perform other related duties required

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in business or public administration, accounting or a related field
  • Seven years of relevant experience in the field of financial management, accounting and general administration in a large Organization
  • Working knowledge of English

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of experience in general administration and financial management
  • Extent of understanding and knowledge of UN administrative and financial policies, rules and procedures
  • Knowledge of administrative IT systems, preferably Oracle ERP
  • Ability to plan, organize and supervise work of others
  • Client orientation and excellent communication skills, both orally and in writing
  • Working knowledge of French is an asset as the office is servicing francophone Africa

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 100,717 US$ 123,406 (without dependants) and from US$ 108,157 to US$ 121,247133,286 (with dependants)
