DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Director, Investment Centre Division, and the general supervision of the Service Chief, TCIE, to provide technical advice and participate in the programming and implementation of the activities of the Division with special responsibilities for land and water resources management, irrigation development, drainage and flood control investment projects in Europe, Near East, Northern Africa and Central Asia. Specifically to:- lead, and participate in, multidisciplinary teams to assist governments of developing and transition countries in the preparation of water resources management and irrigation strategies and in the identification of relevant policies as a basis for sector dialogue between governments and financing institutions;
- lead, and participate in, multidisciplinary teams to assist governments of developing and transition countries in the identification and preparation of water resources management, irrigation, drainage, flood control and watershed management projects;
- lead, and participate in, multidisciplinary teams for project supervision and for the preparation of project completion reports, and participate in financing institutions pre-appraisal and appraisal missions;
- prepare clear and concise reports in line with the requirements of the financing institutions;
- assist the Service Chief in the organization of field missions; advise on the selection of consultants for short- and medium-term technical assistance projects; assist in the preparation of terms of reference and supervision of their work;
- review irrigation and water management reports and related investment proposals prepared by governments or other agencies and advise on modifications which may be required to increase their suitability for external financing;
- participate in the formulation and/or analysis of technical assistance projects, particularly those with investment linkages;
- perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- Advanced university degree in Civil or Irrigation Engineering, Water Resources Engineering or other relevant field of specialization.
- Ten years of relevant experience in the fields of irrigation and water development, in water resources planning and evaluation, and in the planning, design, construction, operation and maintenance of irrigation and water development projects, including substantial work in developing and/or transition countries.
- Working knowledge of English or French and limited knowledge of the other language.

SELECTION CRITERIA
Candidates will be assessed against the following:
|
- Relevance of experience in the formulation of investment projects for rural irrigation and drainage engineering works for external financing; including through multidisciplinary teams, and experience in dealing with senior staff of governments and international financing institutions
- Extent and relevance of experience in project management in developing and/or transition countries
- Relevance of experience in water resources planning and management and in sector work
- Experience in institutional development, including participatory irrigation management
- Ability to communicate clearly and concisely, both orally and in writing
- Initiative, high sense of responsibility and ability to plan, organize and supervise the work of others

carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 97350
US$ 114725
