DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Chief, Plant Protection Service and the Secretary of the International Plant Protection Convention (IPPC), and the direct supervision of the Agricultural Officer (Information Exchange), working in close collaboration with other staff members and consultants of the IPPC Secretariat, the incumbent will perform the following duties:

  • Provide technical support and advice of information exchange and capacity building in support of the implementation of the International Plant Protection Convention (IPPC);
  • Collate and maintain IPPC capacity building related information;
  • Develop training material for the information exchange programme (conventional paper based system, on-line remote learning system, manuals, presentations, exercises, evaluation, etc);
  • Implement the information exchange training programme at regional, sub-regional and national levels (workshops for the training of new IPP editors to ensure that additional countries and Regional Plant Protection Organizations (RPPOs) effectively utilize the IPP to meet their IPPC information-exchange obligations; regional workshops for the updating of the existing IPP editors);
  • Contribute to the development and maintenance of the International Phytosanitary Portal (IPP – https://www.ippc.int) by assisting with the general updating and improvement of the IPP to meet users needs;
  • Participate in the development of appropriate information exchange capacity building management tools such as remote learning;
  • Provide technical support for the IPPC Phytosanitary Capacity Evaluation (PCE) tool in the IPP, maintaining the IPP database on the IPPC capacity building by subject, donors, type of capacity building undertake and regional or national personnel trained;
  • Prepare in draft form appropriate information exchange capacity building projects and participate in their implementation;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University Degree in Agronomy with specialization in Plant Protection
  • Five years of relevant experience in plant protection, with emphasis on training and capacity building in information exchange which included practical experience with the IPPC programme at national or regional level
  • Working knowledge English and limited knowledge of Spanish or French

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of academic qualifications
  • Extent of experience in training and capacity building for matters related to plant protection
  • Extent of experience of IPPC programmes at national or regional levels with emphasis on the IPPC Information exchange program
  • Depth of knowledge of the IPPC Phytosanitary Capacity Evaluation Tool (PCE)
  • Knowledge of Web Site and portal tools and programs related to their updating
  • Depth of understanding of information management
