Position Title International Livelihoods Development Expert
Duty Station Pul-i-Khumri, with frequent travel to Kabul and within the Baghlan province. This is a non-family duty station

DUTIES AND RESPONSIBILITIES

Under the general supervision of the FAO Representative in Afghanistan, the direct supervision of the Senior Projects Operations Officer (SPOO) and the technical supervision/guidance of the Chief of the Agricultural Management, Marketing and Finance Service of FAO (AGSF), the Livelihoods Development Expert (LDE) will be responsible for managing the implementation of the project " Small Farmer Livelihoods and Income Enhancement in Baghlan Province" .

  • Specifically he/she will:
  • Provide strategic and technical leadership for all aspects of project planning and implementation, contributing to development of shared vision and effective teamwork among the project staff;
  • Provide technical guidance to the staff assigned to the Project in the implementation of the approved plan;
  • Based on local farming systems, help define the various livelihood options for improved income of small farmers for implementation by the project;
  • Based on existing local farmers organizations (Shuras, CDCs, cooperatives etc) help define and be responsible for strengthening farmers organizations in the project area;
  • Revise the Terms of Reference for the local support personnel, as well as for the international and national consultants to be recruited;
  • Ensure preparation of the yearly work plan for agreement by the Governments of Afghanistan and the donor, and supervise its implementation;
  • Prepare detailed plans for specific activities under the Project and ensure the quality and timeliness of output of development activities, including the conduction of seminars, workshops, training courses, and other development activities to be conducted under the programme;
  • Develop terms of reference and advise on the selection of national staff and International and national consultants;
  • Ensure timely and appropriate provision of technical expertise and support services, inputs and equipment as indicated in the Project Document;
  • Coordinate the provision of advice/assistance by the technical units of FAO;
  • Ensure proper preparation of the proposals for all type of contractual services in accordance with FAO procedures; submit such proposals to FAO for consideration or sign contractual arrangements as appropriate in line with the authority conferred to him/her;
  • Liaise with national research and academic and development institutions, civil society and NGOs, Government ministries and decentralized offices, and other relevant projects in Afghanistan.
  • Co-ordinate the inputs from the many different organizations involved in the development process: Government Agencies, different multilateral and bilateral donors, civil society and NGOs;
  • Monitor technical implementation and provide guidance on achieving the desired objectives and outputs;
  • Coordinate arrangements for the tripartite steering committee meetings;
  • Prepare technical reports, QPIRs, semi-annual, annual and terminal reports for submission to FAO;
  • Other tasks as required by FAO

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Internationally recognized advanced university degree in agriculture, food or related field;
  • seven years professional experience in international livelihoods/agricultural development; good understanding of alternative livelihood development, strategy and policy development, multi-stakeholder coordination and livelihoods diversification;
  • Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance and diversity of project management experience which include developing country field practice with large-scale, multi-disciplinary development projects;
  • Level and relevance of professional qualifications and experience relating to international livelihoods/agricultural development;
  • Strong managerial abilities;
  • Work experience in hardship areas;
  • Level of interdisciplinary, interpersonal and intercultural skills;
  • Previous working experience in the country;
  • Knowledge of Dari / Pashto.

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.
