DUTIES AND RESPONSIBILITIES

Under the general supervision of the Chief, FIMF, in close cooperation with the Project Coordinator of the Institute of Marine Research (IMR) responsible for the coordination of the marine research programme, and in collaboration with the Heads of the Fisheries and of other concerned Ministries in the participating countries, the Project Coordinator will provide leadership for the project planning, implementation, technical orientation and management, interacting with other regional and national projects involved, and other donors as required. Specifically to:

  • provide technical assistance and guide the implementation of the Ecosystem Approach to Fisheries (EAF) activities and more specifically plan, in close cooperation with partner institutions, activities aimed at promoting and facilitating the application of EAF; develop tools and methodologies, where necessary and test their application in selected partner countries and regions; assist countries in collection and analysis of data and information relevant to the application of EAF in fisheries management, and organize workshops and meetings on data analysis, in close collaboration with local scientists, managers and relevant stakeholders;
  • in close collaboration with personnel of participating countries and experts, identify existing material, develop and ensure delivery of training programmes related to capacity-building, training material and implement workshops to facilitate implementation of EAF in selected countries and regions;
  • liaise with focal points in each of participating countries in the coordination and execution of project activities related to the implementation of EAF in management, and with FAO HQs and regional/sub-regional officers for fulfilment of technical, policy and programmes issues;
  • assist participating countries on implementation methods and progress with Heads of Fisheries Departments and other stakeholders as required;
  • provide leadership and coordination to project personnel and consultants and fulfil related programme reporting requirements;
  • prepare terms of reference of consultants and yearly project detailed work plans ensuring adequate financial allocations to all necessary EAF project components;
  • negotiate and arrange for all contractual agreements as required for the project implementation; for procurement of equipment; and for planning and implementation of the EAF training activities;
  • support the establishment of the Country Participatory Working Groups (CPWG) and ensure participation of all relevant stakeholders;
  • plan, organise and act as Secretary to the project coordination meetings (Annual Forum, annual consultative meetings with donor and project partners); together with the IMR Project Coordinator, represent the project in coordination, management and review meetings, and in the Steering Committee meetings organized for the GEF-LMEs;
  • manage the coordination and exchange of information on the implementation of EAF and ensure widest contacts within and outside the Organization through appropriate channels of communication;
  • promote the participation in and complementary funding to the project by other partners and donors;
  • ensure that the project has a high profile, develop and maintain appropriate liaison and synergies with the GEF-LME projects in the African region and in other regions where project activities may take place, and with related existing and emerging Commissions;
  • supervise and edit technical reports and consultants’ reports, and prepare the annual progress reports and the project draft terminal report;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in marine sciences, fisheries, economics, social sciences, natural resources, biology or equivalent discipline relevant to the application of an ecosystem approach in fisheries management
  • Ten years of relevant experience in the application of scientific advice and information to marine fisheries management within a national and/or regional management framework, with demonstrated high-level experience shown in suitable scientific papers or reports including practical experience in fisheries management with an ecosystem approach
  • Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Leadership, coordination, managerial, negotiating, and advisory skills; ability to plan and organize work, and establish priorities
  • Substantial experience in working in fisheries management in developing countries
  • Experience in development of national and international fishery management plans
  • Ability to develop and implement programmes and field projects, to organize and conduct technical meetings, make effective oral presentations and write clear and concise reports
  • Extent of working experience in and knowledge of the African fisheries and region, including regional fisheries bodies
  • Knowledge of FAO activities, structure and procedures
  • Maturity, initiative, tact, ability to work harmoniously with people of difference national and cultural backgrounds, and a high sense of responsibility
  • Working knowledge of French or Portuguese is desirable

* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-5 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ US$ (without dependants) and from US$ to US$ (with dependants)
