DUTIES AND RESPONSIBILITIES

The Production Adviser will provide support for technical activities within Component 1 of ‘Improved and Sustainable Agricultural Production’ which supports small scale producers and includes the identification, testing and documentation of sustainable and appropriate production technologies, the design and provision of sustainable water utilisation infrastructure and livestock management measures. He/she will closely collaborate with the Directors and Heads of units relevant to the component. The Production Adviser will have two counterparts, one person on crop production and one person on animal husbandry/production.

  • The Production Adviser will work under the supervision of the Chief Technical Adviser (CTA). Overall, the Production Adviser shall be responsible for the management and supervision of all aspects related to supporting the implementation of the agricultural activities of Component 1, and their effective integration into the entire Programme. Specifically, the main duties and responsibilities shall comprise the following:
  • lead the preparation of annual technical work plans for Component 1, including financial requirements, and present them to the CTA for eventual submission to the Project Steering Committee. The work plan will include details of the anticipated activities to be implemented over the next 12 months and their relationship to other project activities and those specified in the project documents;
  • based on approved work plans and budgets, ensure timely and detailed preparations/requests to the CTA for short term consultants, trainings, and procurement of required items and supplies concerning Component 1;
  • in consultation with the CTA, lead the preparation of terms of reference for consultancies for Component 1.
  • ensure adequate coordination of component activities and their effective coherency with other project components, in collaboration with the CTA and other component advisers (e.g. logistics, supervision for short term contracts, trainings, workshops, field activities);
  • assist the CTA in preparing technical progress reports, which will be submitted to the project Technical Committee for their review, describing activities undertaken over the previous quarter and their relationship with the current annual work plan;
  • provide a supervisory role to enhance overall coordination and technical quality of Component 1 activities, specifically: (i) objective selection of project beneficiaries for the component; (ii) designing of on-farm trials (iii) setting up of demonstration sites; (iv) preparation of training manuals and materials for awareness creation; (v) institutionalization of participatory approaches and methodologies, (vi) Documentation of activities and publications of results from Component 1;
  • promote broad and effective inclusion and coordination among persons and institutions relevant to component 1 activities, particularly including technical staff of the Ministry of Agriculture at central and decentralized field levels, NGO partners, academia, parastatals, private companies and local authorities;
  • provide six-month and annual reports concerning Component 1, as per project M&E system, providing data and information on component progress and outcomes as required.
  • perform other relevant project tasks assigned by the CTA.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in agricultural sciences, including, but not limited to agronomy, crop science, animal science, land and water management or any related discipline relevant for agricultural production;
  • Seven years of relevant experience working in agricultural research or extension.
  • Working knowledge in English.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in crop or animal sciences and agronomy
  • Demonstrated field experience in crop-livestock integration and/or mixed farming systems;
  • Relevance of experience in agricultural production, particularly in sub-Saharan Africa, and crop-livestock integration or mixed farming systems;
  • knowledge and understanding of work of international organizations and national governments and those bilateral and multilateral funded projects;
  • both oral and written communication skills (including ability to write concise reports on technical issues in English).
