DUTIES AND RESPONSIBILITIES

Under the operational supervision of the FAO Representative, the direct supervision of the Chief Technical Advisor (CTA) and the technical supervision of the Food Quality and Standards Service (AGNS), Lead Technical Unit, working in close collaboration with members of the Technical Assistance Team (TAT) as well as relevant local authorities and other relevant units in FAO, the incumbent will perform duties related to related to Output 3 “Strengthening food inspection services” of the project “Improving food safety, quality and food control in Bangladesh”. In particular, will:

  • assess the performance of food inspection systems in Bangladesh;
  • review and assess existing procedures and official documentation for food inspection;
  • identify and prioritize capacity building needs for food inspection and develop recommendations for addressing these needs;
  • in collaboration with concerned agencies, develop annual work plans, inspection targets and budgets for risk-based food inspection according to food safety priorities, ensuring coordination among agencies / departments;
  • develop standard procedures, forms, checklists etc to be used by food inspectors;
  • assist in the establishment of a food inspection databases and reporting systems;
  • develop training and guidance materials for food inspectors including inspections manuals for the use in on-the-job training of food inspectors;
  • assist in the upgrading of existing curricula on food inspection at main tertiary institutions;
  • assist in planning and implementation of training courses for food and sanitary inspector from all relevant sector institutions; and for groups of inspectors in auditing and supervising of food inspection service nationwide;
  • ensure the provision of essential equipment and supplies to food inspection services that are not currently available;
  • identify equipment required and develop a plan to establish and operate mobile inspection units;
  • organise two international study tours for up to 15 senior level officers from the key agencies involved in food inspection;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree in food safety, public health, food science, or related field
  • Five years of relevant experience in the development and implementation of programmes of food inspection and sound knowledge of international requirements for food inspection and certification
  • Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of relevant e experience in food inspection and certification
  • Extent of experience in designing and implementing capacity building activities in the area of food inspection and certification in the context of development projects
  • Experience in training and development of food inspection curricula
  • Demonstrated knowledge of international guidelines concerning food inspection and certifications systems
  • Extent of problem-solving capacity analytical capabilities.
  • Quality of both oral and written communication skills in English
