DUTIES AND RESPONSIBILITIES
Under the overall supervision of the FAO ADG/Regional Representative for the Near East (RNE), with technical support from the Senior Fisheries Officer (RNE), the Fisheries Management and Conservation Service (FIMF) and other Technical Officers in FAO Headquarters, and in close cooperation with the heads of the Fisheries Departments of participating Red Sea countries, the incumbent will provide technical and administrative support as well as direction, coordination and technical advice to ensure project’s objectives are achieved. - In particular, the incumbent will:
- Identify, in a participatory approach, short and medium term priorities in relation to fisheries research and management in each participating country and for the Sub-region and adjust the Project’s work plan accordingly;
- Develop and maintain appropriate liaison with implementing agencies of participating countries and key inter-governmental bodies;
- Supervise and co-ordinate the exchange of information on fisheries research and management through appropriate channels of communication among participating countries and key regional bodies/ institutions;
- Provide support in the establishment of participatory working groups in participating countries and promote participation from all relevant stakeholders;
- Plan, organise and supervise a series of training sessions on fisheries research and management to strengthen cooperation between scientific research institutes, governments, industry and fishermen organisations of the Red Sea;
- In close collaboration with counterparts of participating countries and experts in the Red Sea area organise technical meetings to plan and implement common surveys and studies that have priority for the countries and for the Sub-region;
- Ensure that surveys and studies on technical, policy and programme issues are conducted and lead them if necessary;
- Provide direct technical assistance or technical guidance in the implementation of surveys and studies identified in the project work plan;
- Prepare a comprehensive diagnosis of the current state of key fisheries, including stock and exploitation statuses for each country and for the Sub-region;
- Provide technical advice to relevant national authorities for the setting-up and implementation of pilot management measures and the formulation of fisheries management plans’ proposals;
- Organise and act as Secretary of meetings of the Project’s Coordination Committee;
- Prepare and submit to FAO six-monthly progress reports of the project, supervise and edit technical and consultant reports, and prepare as appropriate the project’s draft terminal report;
- Be responsible for the successful administration, operation and implementation of the project;
- Prepare and update the project’s work plan and prepare the Terms of Reference for personnel and consultants;
- Supervise personnel and consultants, as well as be responsible for project facilities and optimum utilisation of the budget;
- Prepare contracts with participating institutions, identify equipment to be purchased through the project and organise training activities (budget, travel, technical modules, identification of facilities and of trainees, consultants to be recruited, etc.);
- Promote project activities in the area and participate in resource mobilisation;
- Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:
|
- Advanced University Degree in Fisheries Sciences, Fisheries Management, Biological Sciences or related field
- Ten years of relevant experience in fisheries management, governance, implementation and/or evaluation of fisheries programmes which included experience in institutional development and international co-operation
- Working knowledge of English and limited knowledge of Arabic

SELECTION CRITERIA
Candidates will be assessed against the following:
|
- Level of leadership, coordination, managerial, negotiating and advisory skills
- Relevance of experience in the development and implementation of national and regional fishery research activities and management plans
- Extent of experience in leading or participating in project design, implementation, support or evaluation in ecosystem approach and fisheries management projects
- Depth of knowledge of current issues in management and governance of marine capture fisheries in the Red Sea and/or in sub-tropical/tropical multi-species and multi-gear fisheries and direct field experience
- Quality of both oral and written communication skills
- Extent of experience in analytical work, drafting and preparing technical reports
- Depth of familiarity with UN technical assistance and donors’ community
