DUTIES AND RESPONSIBILITIES

Under the overall supervision of the FAO Representative in Bangladesh (FAOR), the direct supervision of the Chief, Emergency Operations Service (TCEO), in close cooperation with the Chief Technical Adviser (CTA) of the Highly Pathogenic Avian Influenza (HPAI) Control Programme and other international and national technical project personnel for the Flood and Cyclone Response Programme in Bangladesh, in close consultation with the TCEO Operations Officers, covering HPAI, floods and cyclone programmes, in the FAO Regional Office for Asia and the Pacific (RAP) in Bangkok and headquarters in Rome, the incumbent will manage the FAO Emergency and Rehabilitation Coordination Unit (ERCU), performing the following duties:

  • manage and supervise the day-to-day operations of all field projects in Bangladesh contributing to the implementation of an effective emergency and rehabilitation programme covering HPAI control and flood and cyclone response in the country;
  • identify, recruit and supervise the work of ERCU’s administration and operation staff to ensure timely delivery of the necessary inputs and logistic support consistent to the planned project work plans, detailed field activity plans and procurement plans, and assist with the preparation of such plans, if necessary;
  • asses the training needs of ERCU staff and coordinate and ensure the timely implementation of the training activities recommended;
  • oversee preparation of and monitoring of Field Budget Authorizations (FBA) and initiate timely action for revisions and amendments;
  • supervise the work of project administrative officer(s) responsible for providing regular administrative, financial management, and other logistic and procurement support to different programmes;
  • supervise and monitor the design and implementation of efficient financial flow mechanisms and ensure timely availability of resources for the smooth implementation of project activities;
  • assist with fielding of and backstopping to incoming and outgoing missions (including assessment, procurement, monitoring and technical support missions from headquarters and RAP);
  • liaise with donors on operational matters, particularly on budget revisions and progress reports;
  • report regularly to the FAOR on operational matters and any major issues which deserve attention and need to be brought to the attention of government senior staff;
  • in cooperation with the FAOR, participate in various meetings organized for donor coordination and resource mobilization, and together with the CTA for HPAI and the international technical consultants for the Flood and Cyclone Response Programmes, prepare project briefs, concepts and draft project documents as required;
  • assist TCEO international and national consultants in Bangladesh and liaise with headquarters/RAP fielded assessment missions in the identification and formulation of emergency and rehabilitation project proposals according to FAO and government procedures;
  • ensure coordination with government counterparts and UN and NGO partners for the implementation of emergency and rehabilitation activities. Specifically, with regard to the UN, participate in joint UN efforts and the cluster system for the Flood and Cyclone Response Programme;
  • assist in the preparation of project progress and final reports;
  • liaise with TCEO Operations Officers in the Regional Office for Asia and the Pacific (RAP) and in headquarters on issues related to project operational issues;
  • at the end of the assignment, prepare and submit a final mission report;
  • perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • University degree from an internationally-recognized university in agronomy, fishery, livestock, development economics, or a related subject relevant to FAO’s work.
  • Ten years of relevant experience and technical work in the sectors of agriculture and rural development, including experience in developing countries, as well as disaster-stricken countries.
  • Working knowledge of English.

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of professional experience at the international level in the field of project management in the context of emergency and early recovery operations, with a focus on agriculture, fisheries (including aquaculture) and animal health/production issues, will be considered a key asset.
  • Familiarity with UN (in particular FAO) rules and procedures and relevant work experience in Asia are desirable.
  • Demonstrated leadership, managerial, supervisory and interpersonal skills.
  • Proven analytical and communication skills.
  • Demonstrated ability to analyse complex emergencies.
  • Extent of knowledge of the geographical region, including political, cultural aspects and development priorities.
