DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Chief, TCER, and in close consultation with the officers of the Division, the incumbent will work on two interlinked fronts related to food and agricultural threats and emergencies - support to the FAO's emergency operations and interagency coordination systems and mechanisms . In particular, will:

  • inform TCE senior management on global humanitarian policies and initiatives that impact the emergency portfolio of the Organization and FAO’s leadership within inter-agency coordination systems and programmes;
  • develop and implement strategies to position FAO in strategic humanitarian partnership with WFP, OCHA, other UN agencies, and NGOs partners , such as needs assessment, information management, response programme development, monitoring and evaluation and others;
  • advocate FAO's commitment to and engagement in cluster arrangements at global/policy level, focussing on collaboration among UN and non-UN actors;
  • promote among cluster-related strategic planning and interagency processes at global and country levels, including effective networking and working with key stakeholders on the development and delivery of support to platforms/networks for inter-agency collaboration and improved emergency response at country level;
  • prepare briefs for FAO's participation at senior management level and contribute to the Working Group of the Inter-Agency Standing Committee (IASC); ensure FAO's participation to ad-hoc or thematic IASC Sub Groups or Task Forces;
  • assess and analyse the consequences of the Humanitarian Reform on FAO's emergency programme (particularly at field level). Prepare guidance notes for FAO representatives involved in the Humanitarian Reform;
  • serve as focal point for the Consolidated Appeal Process (CAP) and the Mid-Year CAP Review, and for the IASC CAP and Sub WG;
  • ensure that key elements of disaster risk management and climate change are mainstreamed in FAO's emergency programme, especially through the full involvement of FAO technical units and reflect these in relevant inter-agency initiatives;
  • perform other duties as requested.

** APPOINTMENT/PROMOTION TO THE POST IS TEMPORARY, FOR THE DURATION OF THE ASSIGNMENT

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in agriculture, economics, social sciences or related field
  • Seven years of relevant experience in policy development and coordination with UN agencies in the emergency and rehabilitation sector
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Extent of knowledge of the UN Humanitarian sector
  • Extent of relevant experience in analyzing complex problems related to emergency and rehabilitation situations and formulate strategic notes
  • Extent of relevant experience in disaster risk management, needs assessment and emergency response cycle
  • Exposure to field operational issues and response planning processes
  • Excellent written and verbal communication skills
  • Ability to plan and organize his/her job, working under pressure and within tight deadlines.
