Job Profile: Analyst Programmer (P-3) Duty station Rome

DUTIES AND RESPONSIBILITIES:

Under the general supervision of the Senior Officer, Information Systems Management Group and the direct supervision of the relevant team leader, the incumbent will perform maintenance and minor enhancement of applications and packages for the support of the Organization's activities in accordance with FAO's Project and System Development Life Cycle (SDLC) methodology and applicable technical standards and guidelines. Specifically, he/she will:

  • Provide third-level technical support and problem resolution on production information systems;
  • Analyse feasibility and costs of application system changes as requested by users;
  • Design and develop system changes or prepare technical programming specifications for system maintenance to be executed by other staff or consultants;
  • Coordinate more junior staff and consultants/contractors assigned to maintenance and operational tasks;
  • As required, participate in systems development projects;
  • Verify adherence of system results to user requirements and ensure appropriate documentation is provided;
  • Implement changes in the production environment according to control procedures established for the relevant applications;
  • Review Information Systems/Information and Communications Technology (IS/ICT) technological developments in areas relevant to FAO's mission and strategic objectives, in compliance with existing standards and guidelines;
  • Evaluate suitability of software or hardware to fulfil business requirements;
  • Provide status reports for management on the progress of minor enhancements and overall "healthiness" of supported systems; and
  • Perform other related duties as requested.

MINIMUM REQUIREMENTS:

  • University Degree in Information Systems or Information Technology, or in other fields related to the activity of the Organization supplemented by professional training in IS and ICT subjects.
  • Five years of relevant experience in systems maintenance and support or systems development in a team-working environment.
  • Working knowledge of English and Russian. Limited knowledge of French or Spanish would be an asset.

SELECTION CRITERIA:

  • Depth of knowledge and relevance of experience in supporting and maintaining large-scale production-status applications systems;
  • Extent of experience with administrative and operational systems; ECM and BPM systems such as FileNet; ERP systems such as Oracle eBusiness Suite; and technical systems written with Web development methods;
  • Ability to analyse complex matters, exercise sound judgement and decision making to achieve agreed results, including co-ordinating the work of others;
  • Extent of experience with systems development lifecycle approaches, such as Prince2, ITIL, COBIT;
  • Extent of experience with specific computing environments such as Windows Server, Unix/Linux, Oracle DBMS, PL/SQL, and Java/JSP web development tools;
  • Quality of both written and oral communication skills, including ability to write clear, concise reports and proposals.
