Job Profile: Finance Officer (P-2/3) Duty Station: Budapest

DUTIES AND RESPONSIBILITIES:

Under the general supervision of the Chief, Global Information and Early Warning Service, and the functional guidance of the Regional Representative for Europe and Central Asia, the incumbent will be responsible for planning and implementation of analytical appraisals of the current and prospective food security situation in the Eastern Europe, Baltic and CIS countries. More specifically, the he/she will:

  • Continuously monitor the food security situation in countries of assignment, analyzing all types of information, including public policies bearing on food production, trade, stocks, demand and prices and carry out analytical work on Eastern European trade and other food security-related policy issues;
  • Undertake analytical studies using, where appropriate, quantitative methods of various economic matters and policy issues;
  • Contribute for the countries of responsibility to the GIEWS regular reports: Food Outlook, Crop Prospects and Food Situation;
  • Prepare technical documentation and papers for discussion and inclusion in reports and analysis;
  • Prepare documentation for presentations to member countries and for meetings with representatives of member nations;
  • Participate in various missions to countries in the region, including UN inter-agency missions to countries facing impending food crises, and contribute to the preparation of resulting reports;
  • Participate in developing and maintaining close contacts with relevant officials of member governments, international agencies, research institutions and other bodies;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS:

  • Advanced university degree (M.Sc.) or equivalent in economics - specialization may include agricultural economics or trade economics;
  • Five years of relevant experience in economic analysis of issues related to food or trade policy, food security;
  • Working knowledge of English and Russian. Limited knowledge of French or Spanish would be an asset.

SELECTION CRITERIA:

  • Relevance of academic qualifications;
  • Extent of experience in conducting analytical reviews of agricultural, food and development policies, commodities and markets in the region;
  • Extent of research and analytical experience in international and policy issues;
  • Extent of work experience in international organizations and in developing countries;
  • Extent of both written and oral communication skills on technical issues;
  • Knowledge of one of the main languages spoken in the region.
