Job Profile: Treaty Support Officer, (P-3) Duty Station: Rome
DUTIES AND RESPONSIBILITIES:
Under the supervision of the Secretary of the Governing Body of the International Treaty on Plant Genetic Resources for Food and Agriculture, the Treaty Support Officer for Information and Implementation will:
- Facilitate stakeholder consultations on Treaty implementation at the national, regional or international levels, upon request and in cooperation with relevant departments in FAO, governments, international organizations or other stakeholders, as appropriate;
- In cooperation with the FAO Legal Office, assist governments who are Contracting Parties to develop and apply administrative, legislative and policy measures for the implementation of the Treaty;
- Work with the FAO Legal Office to prepare, upon request, comments and advice on draft legislation, implementing rules and regulations, bylaws or other legal, administrative and policy measures for the implementation of the Treaty at national and regional levels;
- Prepare and provide customized information and assistance for governments, considering signature, ratification, acceptance, approval or accession in relation to the Treaty;
- Collect, compile, analyze and make available on the Treaty website national and regional legislation, implementing rules and regulations, bylaws or other legal and policy measures for the implementation of the Treaty;
- Prepare draft reports on the status of implementation of the Treaty for consideration by the Governing Body and relevant subsidiary bodies;
- Lead the development of, and be responsible for continuous updating of, the Treaty website, including compilation of implementing legislation of the Treaty, notifications under the Treaty, agreements between the Governing Body and other international institutions, and related information and documents of the Treaty;
- Undertake field missions to Contracting Parties to assess information and implementation requirements and address these requirements in cooperation with relevant departments in FAO, international organizations, governments or other stakeholders, as appropriate;
- Support the organization of sessions of the Governing Body of the Treaty and inter-session meetings under the auspices of the Treaty and prepare relevant documentation;
- Perform other related duties as required.
MINIMUM REQUIREMENTS:
- Advanced university degree in law, with a specialization in international genetic resource law;
- Five years of relevant experience in private or corporate legal practice and public service or legal research in the development of national and international law and policy on access to genetic resources, protection of traditional knowledge, farmers' rights or related subjects in developing countries;
- Working knowledge of English. Limited knowledge of French, Spanish or Russian would be an asset.

SELECTION CRITERIA:
- Relevance of academic qualifications;
- Extent of experience in private or corporate legal practice and public service or legal research in the development of national and international law and policy on access to genetic resources, protection of traditional knowledge, farmers' rights or related subjects in developing countries;
- Experience with legal drafting, in particular in the field of access to genetic resources, protection of traditional knowledge, farmers' rights or related subjects;
- Extent of experience in the development of national and international law and policy on genetic resources;
- Quality of both oral and written communication skills.
