Profile Requirements:Food Security Analyst- Integrated Food Security Phase Classification (IPC)
An international food security analyst is required to support the development of Integrated Food Security Phase Classification (IPC) within East and Central Africa. The IPC is a standardised scale that integrates food security, nutrition and livelihood information into a clear statement about the nature and severity of a crisis and implications for response. FAO together with core partners from WFP, CARE, Oxfam, FEWS, Save the Children and the European Joint Research Council, are working to further refine the IPC approach beyond its original development context is Somalia. As part of this initiative country applications have been identified in Uganda, Kenya, Democratic Republic of Congo, Burundi and Tanzania, through a project supported by DFID-CIDA and EC ECHO.
Under the framework of this project the international food security analyst will be based within target countries of project implementation facilitating the overall IPC development exercise at national level. The Food Security Analyst will provide expertise and managerial capacity for the implementation of the IPC at country level. The consultant will, in particular, undertake the following activities working under the direct supervision of the IPC Regional Project Manager.
Responsibilities
The International Food Security Analyst will work under the overall supervision of the Chief of FAO's Emergency Operations Service (TCEO) the technical supervision of the Food Security and Agricultural Projects Analysis Service (ESAF), the direct supervision of the Emergency Coordinator and the guidance of the IPC Project Manager. The Food Security Analyst will provide expertise and managerial capacity for the implementation of the IPC at country level. The consultant will, in particular, undertake the following activities:
- Provide expertise in managing the development and implementation of the IPC at country level during the project period and ensure that linkages between the project components are made and maintained such that the overall project is implemented in a synergistic manner with other food security interventions in the country.
- Work with key stakeholders, particularly national authorities, international and national organisations, to further refine and develop the project implementation plan and to promote awareness on project.
- Support the identification / establishment of an IPC Technical Working Group incorporating key stakeholders in Government and in the humanitarian community, and ensure that the project's partners are fully involved in the development and implementation of the project components.
- Ensure that the project has the necessary technical and administrative support at country level. Identify technical support gaps, and facilitate the recruitment of external consultants.
- Convene quarterly country project management meetings with the key stakeholders and partners to take stock of project implementation against work plans at country level; identify constraints and solutions; and develop consensus and suggest changes in consultation with the to the project manager in the implementation plan.
- Liaise and advise with the the interagency Regional Food Security and Nutrition Working Group and IPC Regional Proejct Manager to ensure technical credibility, regional consistency and coordination in the project.
- Organize monitoring of project activities at country level
- Report regularly to the project manager on the above tasks
Qualifications of Consultant
- Advanced University Degree in a relevant subject (e.g. development studies, agriculture, agriculture economics, food security, nutrition)
- at least 5 years of experience, including in humanitarian and food security assessment, early warning systems, data analysis and humanitarian response;
- humanitarian experience
- experience in project design, management and implementation;
- strong leadership skills;
- excellent interpersonal communications and coordination skills, and proven ability to work constructively with a variety of stake holders to achieve common goals;
- excellent report writing skills;
- excellent English and French;
- proven ability to work with people of different cultures and socio-economic background;
