 METHODOLOGICAL   ITINERARY

    


Policy makers and technical experts come up with the idea of launching an interregional project for validating the participatory and integrated watershed management (PIWM) approach.

This idea is developed into a framework that could be approved and funded by the donor and recipient governments and executed by FAO.

The support programme was mobilised. Field sites were selected. National Field Teams are set up. 
An initial situation analysis was carried out in each site. Initial visits were paid to local communities.


A participatory planning process was launched, including initial participatory appraisals, participatory planning workshops, participatory feasibility analyses and the establishment of agreements for participatory implementation.

Selected activities were implemented and the expected results were pursued. 
The participatory implementation process was monitored.

The process and outcomes of each cycle of participatory implementation were evaluated and activities were  re-planned according to evaluation findings. 
This cycle was repeated a number of times.

 



Project support to local actors in carrying out the participatory planning-implementation-evaluation and re-planning cycle was progressively withdrawn.


Human resources of local institutions were strengthened.
PIWM forums were promoted. 
Assistance was provided to local and national policy makers.

 

 
In this framework, the project has placed great importance on developing a sound system for participatory planning, monitoring and evaluation (PME). The PME system has included both a project-level and a community-level component. Project-level PME has been aimed at supporting NFTs in planning, following-up, and assessing project performance and the achievement of specific outputs. Community-level PME has been aimed at supporting interest groups and community organizations in learning how to better plan and implement their own initiatives.
