Biografía
El Sr. Rakhmanin, de nacionalidad rusa, posee una Maestría en Relaciones Internacionales por el Instituto Estatal de Relaciones Internacionales de Moscú. Su carrera diplomática y profesional incluye misiones en Beijing (1982-83) y Washington, D.C. (1983-86 y 1992-96).
En 1998, el Sr. Rakhmanin fue nombrado portavoz del Ministerio de Relaciones Exteriores de la Federación de Rusia y Director del Departamento de Información y Prensa. De 2000 a 2002 fue Jefe de Protocolo del Presidente de la Federación de Rusia y de 2002 a 2006 ocupó el puesto de Embajador de la Federación de Rusia en Dublín (Irlanda).
Antes de incorporarse a la FAO, ejerció como Secretario General Adjunto de la Secretaría de la Carta de la Energía, en Bruselas.
