The Country Programming Framework (CPF 2017-2021) sets out four specific strategic pillars of technical expertise to guide FAO partnership with and support to the Government of Islamic Republic of Afghanistan (GoIRA), bringing together innovative international best practices and global standards with national and regional acquaintance during four years from 2017 to 2021.

The CPF was prepared following consultations and agreement with the Ministry of Agriculture, Irrigation and Livestock (MAIL), Ministry of Energy and Water (MEW), Ministry of Public Health (MoPH), National Environmental Protection Agency (NEPA), donors and other interested parties and supported by extensive reviews of published materials related to the agricultural sector in Afghanistan (including donor plans and priorities for the relevant period).

Afghanistan: where water means food

Agriculture makes up over a third of Afghanistan’s economy and employs about three quarters of its population. Up to 85 percent of the country’s food comes from irrigated farming. Farmers have been relying for centuries on Hari Rud (“Rud” means “river” in Persian) to irrigate their land.

The river flows for over 1,000 kilometres, cutting through the red rock mountains of central and western Afghanistan, and continuing in Turkmenistan. But rivers’ basins and watersheds have suffered greatly from uncontrolled water exploitation, overgrazing, deforestation and a gradual degradation of the environment.
Decades of civil unrest have also made it impossible to properly maintain and repair the country’s water systems. [Read more]
