Ministers from IGAD Member States validate the Regional Agricultural Investment Plan 2016-2020

The framework is in line with the AU Summit of Malabo Declaration of 26 June 2014 which is a follow up of the Maputo 2003 commitment to formation of the New Partnership for Africa's Development (NEPAD)

31 August 2016, Addis Ababa: Ministers from Member States of the Intergovernmental Authority for Development (IGAD) have today validated in Addis Ababa the IGAD Regional Agricultural Investment Plan (IGAD-RAIP) 2016-2020 in the presence of Ato Wondirat Mandefro; State Minister of Agriculture and Natural Resources of the Federal Democratic Republic of Ethiopia and the Executive Secretary of IGAD Amb. Mahboub Maalim.

The validation event was preceded by a stakeholders’ consultative workshop and training on M&E that were organized on 29-30 August 2016 with the technical and financial support from the Food and Agriculture Organization of the United Nations (FAO) and in close cooperation with the African Union Commission (AUC).  Recommendations and final draft version of the IGAD-RAIP were this morning presented to the ministers ready for validation by Ministers.

The IGAD RIAP was established to advance the Comprehensive Africa Agriculture Development Programme (CAADP) process and the rationale for the update was to address the emerging agricultural development; food security and nutritional challenges; ensure synergy and complementarily with ongoing and active pipeline regional agricultural development and food security programs to align with the 2014 Malabo Declaration on ‘Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods’  as well as youth employment and post harvest loss control systems/technologies to name but a few.

The document endorsed by Ministers will be tabled at a Business Meeting with development partners for resource mobilization for implementation, which will be organized in October 2016.

The IGAD/CAADP framework was set up to strengthen capacities of the stakeholders by playing a key role in attaining the objectives of IGAD/CAADP as well as respect the principle of subsidiarity between the different levels of public action at regional, national and local levels with the guidance, involvement and support of IGAD.

The framework is in line with the AU Summit of Malabo Declaration of 26 June 2014 which is a follow up of the Maputo 2003 commitment to formation of the New Partnership for Africa's Development (NEPAD) and implementation of Comprehensive African Agriculture Development Programme (CAADP) that was later formulated to national CAADP Compact and Investment Plans through a mechanism for coordination and management of aid within the institutional and financial framework.
