which scales and contexts the impacts are of importance

instruments to value the resulting benefits and costs to
resource users

institutional, economic, regulatory, and social
mechanisms which can be applied to achieve an equitable
sharing of these benefits and costs by upstream and
downstream resource users in a watershed context.
